CHAPTER 1 - INTRODUCTION ~ 1.2 <br />to make proactive community-based decisions is increasingly <br />limited. Council's direction to initiate a new citywide <br />Comprehensive Plan with extensive community input <br />underscores their high priority for accessibility and <br />accountability. <br />RESPONDING TO THE COMMUNITY <br />Throughout the 12-month process, citizens were invited to <br />answer the questions: <br />• "What is your vision for the community?" <br />• "What should be the type, character, location, and timing <br />of new growth?" <br />• "What areas are in need of redevelopment or <br />revitalization?" <br />This Plan provides a framework for discussing answers to these <br />questions. The first chapter explains the purpose of the <br />Comprehensive Plan, related previous plans, the public <br />involvement process, and the update procedure. Chapter 2 <br />inventories the City's existing demographics, natural resources, <br />market opportunities and constraints, land uses, housing make- <br />up, transportation, open space, natural resources, and public <br />facilities. Chapter 3 presents the results of the process: a <br />community vision, principles and policies, and a future land use <br />map. Chapter 4 outlines the barriers impeding the community's <br />vision and strategies to overcome them. <br />PURPOSE OF THE COMPREHENSIVE PLAN <br />The City's Comprehensive Plan is a tangible representation of <br />what our community wants to be like in the future. The <br />Comprehensive Plan: <br />• Addresses the entire geographic area of Louisville, <br />• Encompasses all of the functions and subject matter <br />related to the physical growth of the City, and <br />• Is long range (20 years). <br />As such, the Plan gives general guidance, establishing a flexible <br />framework of community-based principles, policies, and <br />implementation strategies adopted by the Planning Commission <br />and City Council to realize the community's vision for the City of <br />Louisville. <br />January 25th, Study Session Draft <br />
