� D FasTracks <br />Talking Points <br />North Metro Project Unsolicited Proposal <br />(February 22, 2013) <br />• RTD has received an unsolicited proposal from for the North Metro Rail Project. <br />• The proposal, which is conceptual and confidential, was submitted by a team led by Graham <br />Contracting Limited on February 22. RTD staff will review the proposal consistent with the <br />agency's Unsolicited Proposals Policy to determine if the proposal has merit. <br />• If it is found to be viable, RTD will then pursue a competitive procurement process and <br />release a Request for Proposals for competing proposals, consistent with RTD's policy and <br />previous announcement to release an RFP later this year. <br />• In January, RTD announced it would release an RFP later this year to build North Metro up <br />to 72nd by refinancing some of agency's debt, issuing new sales tax bonds and using <br />available local funds. So, whether through RTD's initial plan or this unsolicited proposal <br />process, RTD plans to release an RFP for the North Metro Line this year. <br />• The initial proposer and any other interested teams would then have the ability to submit a <br />detailed proposal. <br />• Additional information will be available following the staffs preliminary evaluation of the <br />proposal. <br />• Over the past two years, RTD has been very public with its "call for innovation" to the private <br />sector asking for solutions to help RTD complete the partially funded FasTracks projects as <br />soon as possible. This was the premise behind RTD's first industry forum called, <br />Transformation Through Transportation, which was held Tuesday, Sept. 27, 2011. <br />• RTD's goal was that this "call for innovations" would encourage companies to think outside <br />the box and approach RTD with ideas to invest in our projects to get them done sooner <br />rather than later. <br />
