He reported there is not a consensus of whether pedestrians have the
right-of-way in the crosswalks. Many people believe pedestrians have the right-of-way.
However, the police department has stated that pedestrians do not have the right-of-way.
For safety purposes, Rosen asked for clarification as to who has the right-of-way in the
downtown crosswalks.

Elizabeth O'Donnell, 1437 Truman Court, Louisville, CO, Monarch High School student,
addressed the traffic on Campus Drive and 88th Street. She stated the roadways are
inadequate to accommodate the 1600 students who attend Monarch School. She noted it
takes an additional ten minutes to get from McCaslin Boulevard to Monarch High School
at the peak traffic hour. She stated the people at the retirement home are affected by the
traffic noise and congestion. She offered three possible solutions: 1) Add a double-wide
turn lane on Campus Drive from 88th Street; 2) Add an additional exit and entrance to
Campus Drive; 3) Widen Campus Drive.

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON
THE AGENDA

Mayer commented he had received an email from a resident requesting high-speed
Internet access. He asked for an update of the progress of high-speed Internet access
through AT & T and Quest.

Davidson stated that the Consent Agenda included an Agreement with Ricochet
Networks, Inc, for public right-of-way to provide wireless Internet service.

Phare reported contractors for AT & T Broadband have obtained permits to update their
facility for high-speed Internet services. He estimated it would be three or four months
before high-speed Internet access would be in the Louisville neighborhoods.

2
