Consumption up to 5,000 gallons per month is charged an incremental rate per <br /> 1,000 gallons and is charged only the $8.50 minimum monthly charge. <br />3. Incremental charges per 1,000 gallons per month are increased substantially for <br /> consumption above 20,000 gallons. <br /> <br />Laus reviewed the non-residential accounts, which include Commerical, Irrigation, and <br />Multi-Family. The rate table for non-residential accounts is based on allotted amounts of <br />water per tap size. Each tap size has a different monthly minimum charge. In addition, <br />the incremental charge per 1,000 gallons is charged at varying consumption ranges <br />depending on the associated tap size. Multi-Family accounts are charged based on a tap <br />equivalent for the number of units in the account. <br /> <br />Laus reported all calculations for projected revenue and average annual bills are based on <br />consumption data for the three-year range from 1999-2001. The time period is prior to <br />the current watering restrictions. <br /> <br />COUNCIL COMMENT <br /> <br />Mayer asked Public Works Director Tom Phare for the yield from the shares of Marshall <br />Lake. Phare responded the yield was two acre-feet per share, or approximately 700 acre- <br />feet from the City's 325 shares. <br /> <br />Mayer stressed the City's needs to purchase additional water shares and stated the rate <br />structure should yield a positive cash flow for those purchases. He suggested the rates in <br />Option 2 should be increased by fifty cents. <br /> <br />Brown asked for clarification of the water rate break down. Laus reviewed the water rates <br />increases for Option 1 and 2 as follows: <br /> ¥4" tap commercial tap - Option 1 -54% increase, Option 2 - 70% increase <br /> · 1" commercial tap, Option 1- 45% increase, Option 2 - 56% increase <br /> · ½" residential tap, Option 1 -18% increase, Option 2 - 33% increase <br /> · 2" tap - Option 1 - 8.2% increase, Option 2 - 20.2% increase <br /> · 3" tap - Option 1- 5%, Option 2 - 15%. <br /> <br />Sisk asked how the new rates compare to adjacent communities, Lafayette, Broomfield <br />and Golden. <br /> <br />Laus stated the 2002 residential rates were lower than other communities. She explained <br />even with the change in the water rate schedule, Louisville's rate would be lower than <br />other community's residential accounts. She noted she has the commercial water rates <br />for other municipalities and will make a comparison and provide that information to <br />Council at a later date. <br /> <br />4 <br /> <br /> <br />
