City Council Meeting Minutes March 5, 2013 Page 7 of 14 Council member Sackett voiced his support for the Twelve Degree Business Assistance Package and for changing the code to expand the scope of the assistance. Council member Jasiak recommended in lieu of changing the code a better explanation be given as to what the assistance is actually for. MOTION: Council member Keany moved to approve Resolution No. 11, Series 2013, seconded by Council member Jasiak. Roll call vote was taken. The motion carried by a vote of 7-0. RESOLUTION No. 13, SERIES 2013 — A RESOLUTION DESIGNATING THE RESTAS HOUSE LOCATED AT 1131 SPRUCE STREET A HISTORIC LANDMARK — Public Hearing Mayor Muckle opened the public hearing and requested a staff presentation. Planner I Robinson stated this request is to landmark a historic residential structure located at 1131 Spruce Street and built around 1942. This property is part of east Louisville, which was platted in 1906. The building is currently owned by the applicant, Jean Morgan, and is used as a residence. The property was purchased in 1940 by Joe Restas, who was born in Hungary and worked as a miner at the Centennial and Monarch mines in Louisville. The building has maintained basic architectural integrity although the structure had two additions on the west side, one in the early 1950s and the other in 1986. The original attached garage was also converted to living space. The form of the original house and garage is evident on the east side. The original faux-brick siding has been covered with aluminum siding. The roof material is not original however it still retains its original form. The door on the east facade appears to be in the original location, but the windows on the south façade do not. The original chimney has been lost. Overall, the basic form of the original portion has been maintained, and the original siding is still present under the aluminum siding, giving it architectural integrity. Staff found this application complies with the following criteria: Architectural Significance — Style particularly associated with the Louisville area. Social Significance - Exemplifies cultural, political, economic or social heritage of the community. APPLICANT PRESENTATION Jean Morgan, 1131 Spruce Street, Louisville, CO stated the home still has some original window panes, hardware and interior doors. With respect to the social significance, she met Joe Restas and has been told at one time the area was called Little Bulgaria. Her husband was a teacher and she was a substitute teacher for Boulder Valley School District. She has lived in the home for 40 years and has
