He addressed the property boundary issues with Mr. <br /> Caranci and voiced his hope the City Council is tracking all the unknowns. <br /> PUBLIC COMMENT <br /> Darlene J. Nahodyl, 2333 Dogwood Circle, Louisville, CO asked why the property <br /> owners did not have an opportunity to present and review proposals. She requested the <br /> Council open up the process before deciding on one firm. Council member Loo stated <br /> the City Council conducted a very public process; they advertised for proposals, they <br /> conducted public meetings on uses for the grain elevator and only received two <br /> proposals. She noted there are not a lot of developers who want to take on all the <br /> burden and responsibilities of restoring the grain elevator. <br /> COUNCIL COMMENT <br /> Mayor Pro Tern Dalton favored authorizing staff to negotiate with The Old Towne <br /> Group. <br /> Council member Keany stated in agreement with Mayor Pro Tem Dalton, he did not <br /> want the City to own the building after it is stabilized. He stated The Olde Town <br /> proposal looks like the Amterre proposal and after the initial cleaning and stabilization is <br /> done, the City Council will have a better idea on what to do with the grain elevator. <br /> Council member Jasiak stated her understanding that the stabilization process could be <br /> part of the negotiations. <br /> Mayor Muckle thanked Erik Hartronft for his two proposals. He stated this has been a <br /> very public process. He appreciated all the concerns voiced, but favored moving <br /> forward with the negotiations with Old Towne Group, LLC. <br /> Council member Loo inquired whether the boundary issue and the historic preservation <br /> would be part of the negotiations. City Attorney Light stated all those issues would be <br /> part of the negotiations and be addressed by the staff and The Olde Town Group. For <br /> anything to move forward there must be some contingency for resolution of the <br /> boundary issue, the funding issue, potential ordinance and all resolutions surrounding <br /> the historic preservation fund as well as the requirement for landmarking or a <br /> conservation easement for a rehabilitation project. <br /> Mayor Muckle requested a show of hands for those who favored negotiating with Old <br /> Towne Group. Six were in favor and one opposed. <br /> MOTION: Mayor Pro Tern Dalton moved to direct staff to negotiate with the Old Towne <br /> Group LLC to prepare for Council consideration, a development agreement for the <br /> stabilization and reuse and redevelopment of the property, seconded by Council <br />
