Approval of Agreement with Red Oak Consulting (Arcadis U.S., Inc) for <br /> Utility Rate Study <br /> COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br /> AGENDA <br /> There were no Council informational comments. <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming thanked the residents for enduring the two emergency siren tests <br /> on Monday, April 1st; one in the morning and another in the evening. Although the City <br /> does silent testing, Boulder County still conducts audible siren tests. The City is <br /> working with Boulder County to collaborate in silent testing. The testing will occur on <br /> the first Monday of the month throughout the spring and summer. <br /> REGULAR BUSINESS <br /> PROCLAMATION —ARBOR DAY <br /> Mayor Muckle read the proclamation, which proclaimed April 18, 2013 as Arbor Day in <br /> Louisville. He presented the proclamation to Mike Frontczak, Chairperson of the <br /> Horticulture and Forestry Advisory Board. <br /> Chairperson Frontczak outlined the activities planned for this year's Arbor Day event, <br /> which will be celebrated on Thursday, April 18, 2013. City Forester Chris Lichty is <br /> working with two classes at the Louisville Middle School to initiate a project of planting <br /> new trees at the Louisville Elementary School to replace a row of Russian Olive trees. <br /> EXECUTIVE ORDER— PLACING MANDATORY WATERING RESTRICTIONS UPON <br /> USERS OF THE CITY OF LOUISVILLE WATER SYSTEM BECAUSE OF DROUGHT <br /> CONDITIONS <br /> Mayor Muckle requested a staff presentation. <br />
