Horticulture & Forestry
Advisory Board
Minutes
Thursday, April 4, 2013
Library Meeting Room
951 Spruce Street
7:00 PM

I. Call to order--Chair Mike Frontczak called the meeting to order at 7:05 pm.
II. Roll call--Board members present: Shelly Alm, Mike Frontczak, Neal Griggsmiller, Erik
Gustafson, Theresa Rounds, Ellen Toon, Beverlee White. Board member absent: Mark
Newland. Staff member present: Dean Johnson. City Council member present: Susan
Loo.
III. The agenda was approved by all members.
IV. The minutes from the March 7, 2013 meeting were approved.
V. Public Comment on Items not on the Agenda-- No public present. Discussion of
mandatory watering restrictions effective May 1. Dean commented that the City had to
tap into water reserves late last summer rather than the normal time during winter, thus
reducing available reserves for this summer. City website contains complete outline of
watering restrictions as well as helpful tips for water conservation. Also per Dean, the
remodel of the golf course clubhouse is under way, and includes features for ADA
compliance, and renovation of the front landscaping.
VI. Turf for pergola landscaping--Texas Bluegrass has been selected, and sod will be
installed before May 1. Good soil preparation is strongly recommended, as this type of
turf is most drought tolerant if deep roots are able to develop.
VII. McCaslin/Washington St. underpass landscape--Ember in the Open Space office
is gathering comments and suggestions. Several items were mentioned: Sod should not
be installed along Washington St.; the area near the intersection will serve as a plant trial
area to prepare for future plantings around Harper Lake; some trees noted on the plan
(Autumn Blaze Maple, Hot Wings Maple and Bur Oak) are not appropriate for this
landscape; and temporary above-ground irrigation may be a necessary investment in
order to establish plant material and native grass seed. Susan will advise board members
when she hears from Malcolm regarding the timeline for contract, start and completion of
the project.
VIII. 2013 Arbor Day, Thursday afternoon (time tba) April 18, --Tree planting will
take place at Louisville Elementary. Classes from grades 1, 3, and 4 will participate.
Dean will check with Polly re name tags for HFAB members.
