City Council <br />Meeting Minutes <br />April 2, 2013 <br />Page 3 of 23 <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported on the following two items: The Arbor Day celebration <br />at the Louisville Elementary School on Thursday, April 18 will be postponed one week <br />to April 25. The 3rd grade class will be planting at 1:20 p.m. and the 4t grade class will <br />be planting at 2:00 p.m. He recognized and introduced Dawn Burgess, the City's new <br />Executive Assistant. She has returned to Colorado having lived in San Antonio, Texas. <br />She previously lived in Rifle and worked for Garfield County. <br />REGULAR BUSINESS <br />RESOLUTION No. 20, SERIES 2013 - APPOINTMENT OF MEMBERS TO THE <br />UTILITY RATE TASK FORCE <br />Mayor Muckle requested a staff presentation. <br />Public Works Director Kowar explained staff was directed by Council to solicit <br />applications for a utility rate task force consisting of seven community members drawn <br />from the following areas: Homeowners (2); Business owners (2); Homeowners <br />Association Representatives (2) and At large (1). At the March 22 City Council Water <br />Committee meeting, staff presented a preliminary task force member recommendation <br />selected from a pool of 14 applicants. The recommended task force members <br />represent a diverse set of perspectives and backgrounds related to homeowner <br />associations, utility management, water conservation, accounting and finance, and low <br />income and elderly demographics. Staff recommended the following Task Force <br />Committee members: Residents Robert "Ned" Williams and Drew Beckwith; HOA <br />Representatives Earl Hauserman and Ashley Stolzmann; Business Owners Ernest J. <br />Villany and Richard Brew and At -Large Joel R. Hayes. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton and Council member Loo both serve on the Water Committee <br />and voiced their support for the recommendation of the seven community members to <br />serve on the Utility Rate Task Force and thanked everyone who applied. <br />MOTION: Mayor Pro Tem Dalton moved to approve Resolution No. 20, Series 2013, <br />seconded by Council member Sackett. All were in favor. Absent: Council member <br />Yarnell. <br />RESOLUTION No. 17, SERIES 2013 — A RESOLUTION APPROVING A BUSINESS <br />ASSISTANCE AGREEMENT WITH HORIZON AG- PRODUCTS, L.P. FOR THE <br />REMODELING OF EXISTING COMMERCIAL SPACE AT 1450 INFINITE DRIVE IN <br />THE CITY OF LOUISVILLE <br />
