• SUBJECT: 2012 COMPREHENSIVE PLAN UPDATE <br /> DATE: APRIL 2, 2013 PAGE 2 OF 7 <br /> Improvement Program; and (4) management policies such as the Open Space <br /> Maintenance and Management Standards. <br /> The Framework illustrated in the Plan is a map which reflects preferred land use <br /> patterns and community character zones for specific geographical areas. The <br /> designations are illustrative and do not regulate uses, densities, or yard and bulk <br /> standards for parcel specific locations. Uses, densities, and yard and bulk standards for <br /> individual parcels are conceptual and will be refined in subsequent small area and <br /> neighborhood plans and implemented through changes to the Louisville Municipal <br /> Code. <br /> WHAT DOES THIS PLAN DO? <br /> While the Comprehensive Plan Update looks and reads differently than the City's <br /> previous Comprehensive Plans, this document only reinforces and strengthens the <br /> Vision established in the 2005 Comprehensive Plan and reiterated in the 2009 Update. <br /> This Comprehensive Plan Update provides five key enhancements to enable Louisville <br /> to meet the new and unique challenges facing the City that were not factors in 2005 and <br /> 2009. This Comprehensive Plan Update: <br /> 1. Clarifies the City's Vision with a clear set of Core Community Values. <br /> This update simplifies the previous Vision Statement to communicate the essence of <br /> the City's diverse interests and community's aspirations. The document further <br /> refines the Community's Vision Statement through 14 clearly stated Core <br /> Community Values. The revised Vision Statement and additional Core Community <br /> Values represent the intent of the community to which all subsequent components of <br /> the Comprehensive Plan are aimed to implement. <br /> 2. Elevates the importance of community design and physical character. <br /> The design and physical character of any project and its effect on the adjacent <br /> neighbors is critical to determining whether the project is likely to enhance or <br /> undermine the existing quality of life. The Plan provides a new language which is <br /> used deliberately to clarify Louisville's Vision in terms of community character and <br /> physical design. In this Comprehensive Plan, the words urban, suburban and rural <br /> are intended to reflect those specific areas and characteristics of Louisville and to <br /> represent the unique qualities that signify the best community design features that <br /> already exist in Louisville and, to promote the Community Vision and Core Values, <br /> should be extended or protected..
