The first phase <br /> of work, desire, focused on updating the City's Vision Statement and corresponding <br /> Core Community Values to guide the entire process. The second phase, discovery, <br /> allowed City staff and consultants to better understand how Louisville's economic <br /> variables, physical characteristics, and regulatory framework function. The third phase, <br /> design, brought the Planning Team and the community together in a four-day <br /> community design charrette to draft specific alternative physical framework options for <br /> consideration. The fourth phase of work, discussion, allowed City staff to test and refine <br /> each alternative and facilitate a community dialog to identify a preferred Community <br /> Framework Plan which best represents the City's Vision Statement and Core <br /> CITY COUNCIL COMMUNICATION <br />
