City Council <br />Meeting Minutes <br />June 4, 2013 <br />Page 6 of 10 <br />Caryn Greef, 161 S. Raintree, Louisville, CO stated she did not own a gun and is pro - <br />gun control, but supported a facility to safely use and store firearms. <br />Lane Ashby, Ashby Target Company, Utah explained his company manufactures <br />equipment for shooting ranges and ensures a safe environment for shooting. It includes <br />sealed armor plating, sound barriers to minimize the sound and a ventilation system <br />manufactured by the industry leader, whose offices are in Chicago. <br />Tim Dufficy, 6600 S. Boulder Road, Boulder, CO explained guns have always been a <br />part of his life. He supported the code amendment for an indoor shooting range. <br />Nancy Dufficy, 6600 S. Boulder Road, Boulder, CO stated she is the mother of four <br />children and is frightened by guns, but would support an indoor shooting range where <br />she could learn to shoot guns safely. <br />COUNCIL COMMENTS <br />Council member Keany explained the Council will only be voting on the amendment to <br />the Louisville Municipal Code this evening. If members of the public are interested in <br />the special review use for an indoor shooting range, they should return for the special <br />review use application. He voiced his support for the code amendment. He noted a <br />special review use allows conditions to be placed on the use. <br />Mayor Muckle confirmed if the amendment is approved, it will not result in the passage <br />of a special review of an indoor shooting range. The special review use application <br />must be applied for and reviewed by Council. <br />Council member Yarnell stated her biggest concern centers on the sale of firearms. <br />She asked if an indoor shooting range approved by a special review use would be <br />permitted to sell guns. Planning Director Russ responded no. He explained the retail <br />sale of firearms is by special review use in the Industrial Zone District. An applicant <br />would have to apply for a separate special review use for the retail gun sale component. <br />City Attorney Light confirmed retail gun sales would be by special review use. If an <br />applicant applied for a special review use for a shooting range and a retail gun sale by <br />special review use, the Planning Commission and the City Council would consider two <br />separate special review use applications. <br />Planning Director Russ clarified anyone in the Industrial Zone District may request a <br />retail gun use through the special review process. <br />Council member Keany inquired whether gun and ammunition retail sales are allowed in <br />the City at this time. Planning Director Russ stated yes, the sales of guns and <br />ammunition is allowed in Louisville. The City's land use table does not identify guns <br />and ammunitions as a specific type of retail. As a result, he interprets guns and <br />ammunition sales no differently than other retailing activities. <br />
