SUBJECT: RESOLUTION NO. 18, SERIES 2013 <br /> DATE: APRIL 16, 2013 PAGE 2 OF 4 <br /> is expected in urban areas. The intent of the Comprehensive Plan update was to <br /> maintain a LOS C when required transportation improvements did not conflict with the <br /> small town feel of being able to comfortably walk across an arterial roadway. LOS D <br /> was used as a guide on corridors in the City where the capacity improvements required <br /> to meet the LOS C expectation conflicted with the community's quality of life and <br /> walkability expectations. <br /> Regional cut-through traffic projected by the Denver Regional Council of Governments' <br /> model in the year 2035 causes traffic volumes in Louisville to exceed LOS C standards, <br /> regardless of what local development may occur in Louisville. City staff addressed this <br /> projection by designating LOS D as acceptable on key arterials. This designation gives <br /> the City flexibility to avoid adding travel lanes to existing arterials because adding travel <br /> lanes could inadvertently cause unintended negative impacts the community's quality <br /> of life—simply to maintain LOS C primarily for cut-through traffic. <br /> FISCAL MODEL MODIFICATIONS <br /> Working with TischlerBise, staff revised the fiscal impact study to remove police <br /> services operating and capital discounts previously given for infill development. Staff <br /> also revised the operating summary sheet to correctly reflect that property tax <br /> generated in the Urban Renewal District is not included in general fund revenues. <br /> These changes affected the Summary of Annual and Operating and Capital Estimates <br /> table in the Fiscal Impact Analysis of Potential New Development document, and the <br /> table on page 15 of the April 16,'2013 Comprehensive Plan. It is staff's opinion that <br /> these changes do not alter the overall fiscal neutrality identified in the previous fiscal <br /> analysis. <br /> THE FRAMEWORK <br /> City-wide Framework <br /> • Staff highlighted South Boulder Road west of the BNSF Rail Line and the <br /> McCaslin Corridor north of Cherry with the annotation that the final designation of <br /> these corridors as "urban"or"suburban"will be determined during the Small Area <br /> Planning Process. This annotation would allow the Framework of the <br /> Comprehensive Plan to move forward for the entire City without establishing <br /> specific policy commitments to the South Boulder Road (west of the BNSF) and <br /> the McCaslin Corridor(north of Cherry) until the adoption of the Small Area Plan. <br /> Character Zones <br /> Highway 42 and South Boulder Road- Urban Center <br /> • Staff reduced the commercial density in this center and established a maximum <br /> Floor Area Ratio (FAR) of 1.0 from an average FAR 1.0. Staff believes this <br /> change provides the upcoming small area plan more control in determining the <br /> ultimate commercial density for the center. <br /> • Staff added a policy note stating "Louisville Plaza shopping center should not <br /> include any Mixed Use streets' This policy would effectively eliminate the <br /> CITY COUNCIL COMMUNICATION <br />
