• SUBJECT: 2012 COMPREHENSIVE PLAN FRAMEWORK <br /> DATE: DECEMBER 18, 2012 PAGE 3 OF 23 <br /> include the Planning Commission staff report as a reference for City Council to prepare <br /> for this discussion. <br /> FRAMEWORK OPTIONS <br /> Short descriptions of five Framework Options are presented below. Staff is asking City <br /> Council to endorse one of the five options as the preferred alternative. The attached <br /> Planning Commission staff report provides a more comprehensive analysis of the initial <br /> four alternatives. <br /> The five Framework Options provide varying approaches to how the City might guide <br /> the City's areas of change and areas of stability over the next twenty years. <br /> It is important to keep in mind that the Comprehensive Plan outlines development <br /> possibilities, while it is the Louisville Municipal Code (LMC), and specifically the Zoning <br /> Code section of the LMC that authorizes or prohibits specific land uses. Once City <br /> Council adopts the Comprehensive Plan, staff will start work on two small area plans to <br /> further refine the development expectations for McCaslin/Centennial Valley and South <br /> Boulder Road. <br /> The Framework options presented below are listed in order, with the later options <br /> building on and including elements of the earlier options. <br /> Option 1 — One Center: The One Center Option essentially uses the new <br /> community character language and format (described above) but maintains the <br /> current development framework of the City with Downtown Louisville and the <br /> Revitalization District as the City's only Urban Center. Under this option there <br /> would be no change to the development framework for McCaslin Corridor and <br /> Centennial Valley. The only proposed change to the current condition is the <br /> designation of South Boulder Road, (east of Via Appia) and Hwy 42 (north of <br /> South Boulder Road) as and Urban Corridor. For this and all of the other options, <br /> we have provided a map and written summary illustrating the specific character <br /> designations (development patterns and types) associated with the option. Also, <br /> following the map and summary of each option is a table that lists the land use <br /> changes from those currently existing that would be possible under the current <br /> Comprehensive Plan ("Base") compared to those possible under that option. <br /> CITY COUNCIL COMMUNICATION <br />
