Notes by Sandy Stewart: Secretary City of Louisville Golf Course Advisory Board <br />Notes from visit to Heritage Westmoor Golf Course, June 21th 2013 <br />Present: GCAB Members: Lisa Norgard, Sandy Stewart: WGP: Eric Jensen: City Staff: Joe Stevens <br />Lance Johnson: Golf Course Superintendent, Heritage Westmoor and Legacy Ridge Golf Courses <br />We are very appreciative for the comprehensive account Lance provided of the procedures in place to <br />operate and maintain The Heritage at Westmoor and Legacy Ridge Golf Courses. <br />1. Financing and City Council Support <br />The course was funded by a Bond issue and is supplemented from other funds if necessary. <br />Westminster City Council is very supportive of the golf courses and generally will provide funding for <br />justifiable projects and purchases. The Heritage maintenance budget is $900K and this includes $93K in <br />lease payments to Rocky Mountain Airport for the land the back nine is built on. There is a plan to <br />purchase this land at a cost of $2.4M. Other expenses include $97K for leased equipment and around <br />$120K for reclaimed water purchased from the City. Equipment is leased on a 7 year basis. Golf Carts <br />are owned and replaced on a 4 year cycle. Heritage averages 27K rounds of golf per year (30K at <br />Legacy.) Westmoor sees a significant amount of winter play. <br />Food service is provided by an outside vendor and, despite a good banquet facility, has seen a decline in <br />revenue this past spring due to weather conditions. Business from nearby office buildings is <br />inconsistent. <br />2. Course Conditions <br />Heritage is very exposed to the prevailing westerly winds and suffered quite significant damage due to <br />the spring weather conditions and the drought of 2012. Approximately 15 acres of fairway were <br />damaged – damaged to a similar extent as the 15th fairway at Coal Creek (which already had damage <br />carried over from 2012.) Seeding and fertilization to recover the damage started in late April and <br />germination of the new seed started in mid to late May. Intensive fertilization and seeding efforts have <br />continued to recover the damaged areas. Fairway #5 was the worst affected. Over $12K has been spent <br />on seed. As a comparison, Legacy Ridge is more sheltered and only required $3K of seed. The soil <br />underlying Heritage Westmoor is poor quality. Some evidence was seen of dandelions and “Fairy Rings” <br />The greens however survived the winter in excellent condition as irrigation of the greens continued <br />throughout the winter. The course is not expected to be fully recovered until next year but should be in <br />acceptable condition by Aug 1. In recognition of the poor playing condition up till now, Westmoor has <br />kept Winter Rates until now; Rack Rate will be in place starting July 1. <br />3. Staffing <br />Legacy Ridge and Heritage Westmoor are able to share staff to cope with demand. Westmoor currently <br />has 5 full time employees and 1 F/T employee that splits time between both courses. Seasonal staff <br />currently stands at 19 employees whose hours vary from 8‐36 hours per week. The 5 Full‐time staff <br />12
