City Council Budget Retreat <br />Meeting Minutes <br />June 27, 2013 <br />Page 11 of 13 <br />• FOCUS ON STRATEGIC PLANNING FOR INFRASTRUCTURE, FACILITIES, <br />and STAFFING: Complete plans for what is needed to build /grow and maintain <br />what we have. Invest in technology to facilitate facility /service optimization. <br />• ECONOMIC DEVELOPMENT: Fill vacant space, attract businesses large and <br />small, provide a consistent, predictable development/redevelopment process and <br />maintain a business friendly atmosphere. <br />• PRIORITIZE CAPITAL PROJECTS: Street resurfacing, City Services Facility, <br />Utility Infrastructure, Highway 42, South Street Gateway Underpass, possible <br />quite zones. <br />• RESTORE THE GRAIN ELEVATOR: Apply for State Grants; facilitate, <br />encourage formation of 501(c)(3) for private donations; coordinate stabilization <br />and redevelopment. <br />• COMMUNITY EVENTS: Continuously improve and enhance community events <br />while maintaining Louisville's character and small town atmosphere. <br />• PEDESTRIAN /BIKE MOBILITY: Continuously pursue capital and operational <br />improvements to enhance pedestrian and bike mobility. <br />• COOPERATION: Continue regional /intergovernmental cooperation and identify <br />intergovernmental and public /private projects to help meet the City's goals. <br />• SUSTAINABILITY: Increase diversion rates (for public and private <br />companies /events), identify energy efficiency goals. <br />• ARTS: Foster collaboration and coordination among arts organizations and <br />develop an Arts Master Plan. <br />• COMMUNITY PLANNING: Complete the action items listed in the <br />Comprehensive Plan. <br />COUNCIL COMMENTS <br />Mayor Muckle suggested some sort of CIP out -year funding, one in which the Planning <br />Division would recognize when new projects come forward. Planning Director Russ <br />explained the Comprehensive Plan identified that as a possibility. It can begin in the <br />South Boulder Road Small Area Plan. <br />Council member Jasiak felt the Main Street Quiet Zones should be a high priority. There <br />was discussion of the quiet zones relative to the timing and costs. <br />
