Approve Resolution No. 40, Series 2013 — A Resolution Approving the <br />Open Space Advisory Board's Recommendation to Boulder County Parks <br />and Open Space Regarding 2014 Property and Trail Requests <br />E. Approve Consulting Services Agreement with Merrick & Company for <br />Design of 3 Million Gallon Tank Improvements <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />Council member Jasiak reported seeing a full parking lot at the new ARC Thrift store. <br />She thanked all the people who worked to bring the ARC Thrift store to Louisville. <br />Mayor Muckle reported the Safeway site is being readied to make way for the Alfalfa's, <br />associated retail stores and apartment complexes. The area is fenced and heavy <br />equipment has moved in to demolish the old building. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported on the recent emergency sirens and requested Police <br />Chief Goodman update Council on how the sirens work, the testing and why emergency <br />sirens are important. <br />Police Chief Goodman explained the emergency sirens are activated by the Boulder <br />County Sheriff's Communication Center. There are four quadrants in Boulder County <br />and Louisville is in the same quadrant with Lafayette and Erie. A Fire Protection District <br />requested a siren as a tornado alert in Erie and as a result, Louisville sirens were <br />activated. The siren lasted 14 minutes, but there was no all clear message. Boulder <br />County will establish an all- clear message in the future. There are three sirens in the <br />City and two or three more would provide citywide coverage. The sirens were activated <br />again on Monday, August 5 by error. He noted the testing is complete for this year. <br />REGULAR BUSINESS <br />PROCLAMATION FOR JUNIPER COMMUNITIES <br />Mayor Muckle read the proclamation, proclaiming August 15, 2013 as Juniper Village <br />
