City Council <br />Meeting Minutes <br />September 18, 2007 <br />Page 3 of 7 <br />multi-family units. Planning, Public Works, and Parks departments and the Fire <br />Protection District have discussed the access and public land dedication. <br />City Manager Fleming reported the Open Space Advisory Board is reviewing all <br />the open spaces parcels for ranking. Parks and Recreation Director Robson <br />stated the Open Space Advisory Board reviewed the First Baptist Church <br />property, but has not determined its ranking. <br />Mayor Sisk stated his belief that the zoning was approved in the 1970's. He <br />asked the City Attorney if the property is still under contract, could the City <br />approach the seller. City Attorney Light stated it is improper under Colorado law <br />to interfere with a prospective business transaction. <br />City Manager Fleming reported the City has completed the Open Government <br />pamphlet, pursuant to Ballot Issue 200, and it was distributed to board and <br />commission members at a recent ethics training session. <br />City Manager Fleming explained the City is currently conducting energy audits in <br />public buildings. Parks & Recreation Director Robson reported a technology audit <br />was performed by Tolin Mechanical Systems Company at the Library. The <br />Recreation Center and the Police Building will be audited next. Dan Gacnik, <br />representing Tolin Mechanical Systems Company, outlined the audit programs. <br />City Manager Fleming reported the Council will meet with the Boulder County <br />Commissions on Monday, September 24, from 6:00 to 7:30 p.m., in the Spruce <br />Room, on the 1 St floor of the City Hall building. <br />City Manager Fleming would ireport on his business retention visits under Agenda <br />Item 8C -August Economic Development Update. <br />REGULAR BUSINESS <br />ORDINANCE No. 1524, SERIES 2007 - AN ORDINANCE AMENDING TITLE <br />17 OF THE LOUISVILLE MUNICIPAL CODE TO ADOPT A NEW CHAPTER <br />17.14 ENACTING MIXED U;SE ZONE DISTRICT REGULATIONS; TO ADOPT <br />AND INCORPORATE INTO TITLE 17 THE CITY OF LOUISVILLE MIXED USE <br />DESIGN STANDARDS AND GUIDELINES, AND TO ADOPT CERTAIN OTHER <br />AMENDMENTS TO TITLE 17 TO IMPLEMENT THE HIGHWAY 42 <br />REVITALIZATION AREA COMPREHENSIVE PLAN - 2"d Reading -Public <br />Hearing <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1524, Series 2007. <br />
