Planning, Public Works, and Parks departments and the Fire Protection District have discussed the access and public land dedication. City Manager Fleming reported the Open Space Advisory Board is reviewing all the open spaces parcels for ranking. Parks and Recreation Director Robson stated the Open Space Advisory Board reviewed the First Baptist Church property, but has not determined its ranking. Mayor Sisk stated his belief that the zoning was approved in the 1970's. He asked the City Attorney if the property is still under contract, could the City approach the seller. City Attorney Light stated it is improper under Colorado law to interfere with a prospective business transaction. City Manager Fleming reported the City has completed the Open Government pamphlet, pursuant to Ballot Issue 200, and it was distributed to board and commission members at a recent ethics training session. City Manager Fleming explained the City is currently conducting energy audits in public buildings. Parks & Recreation Director Robson reported a technology audit was performed by Tolin Mechanical Systems Company at the Library. The Recreation Center and the Police Building will be audited next. Dan Gacnik, representing Tolin Mechanical Systems Company, outlined the audit programs. City Manager Fleming reported the Council will meet with the Boulder County Commissions on Monday, September 24, from 6:00 to 7:30 p.m., in the Spruce Room, on the 1 St floor of the City Hall building. City Manager Fleming would ireport on his business retention visits under Agenda Item 8C -August Economic Development Update.
