City Council <br />Meeting Minutes <br />October 15, 2013 <br />Page 3 of 23 <br />Planning Director Russ reported there are a number of changes on the corridor and a <br />wide scope of work will be done by the contractor Ames Granite. Two changes involve <br />the bicycle trails; 1) The proposed underpass at Avista Hospital to connect to the <br />cemetery will be redesigned as an overpass at Avista Hospital. 2) Because of the <br />Diverging Diamond Interchange, the bicycle trail at the McCaslin intersection will be <br />under McCaslin. He stated there will be a very big improvement to the McCaslin <br />Corridor. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported there is also construction on the McCaslin and <br />Washington intersection as an underpass to Davidson Mesa is being constructed. The <br />parking lots at Harper Lake and Davidson Mesa are also under reconstruction. He <br />requested the public's patience while this underpass is being constructed and noted <br />there cannot be any pedestrian access through the construction area for safety reasons. <br />The project is ahead of schedule and parking access on the Davidson Mesa side is <br />proposed to be completed by Christmas. <br />REGULAR BUSINESS <br />LIFE IN LOUISVILLE ANNUAL PHOTO CONTEST AWARDS <br />Mayor Muckle requested a staff presentation. <br />Public Relations Manager Muth reported the City received a total of 94 entries from 9 <br />contestants for the 2013 Life in Louisville photo contest. The photo jury reviewed each <br />photo and found them all to exemplify Life in Louisville. We thank everyone for entering. <br />All of the photos are now available for viewing on the City's web site. In the future these <br />photos may be seen on City publications, brochures, and advertising. <br />The jury reviewed the photos and found in each of the winning photos something that is <br />unique to Louisville and represents the history, community, and sense of place that <br />makes Louisville a great place to live. Councilmember Yarnell presented certificates to <br />the following winners: <br />Grand Prize Winners: <br />1st Place — City Self - Titled, Shannon Koenig <br />2nd Place — The Flatirons from Davidson Mesa, Paul Muhlrad <br />Main Street <br />1st Place — X Marks the Spot for Fun Downtown Dining, Richard Wheeler <br />2nd Place — Another Protector of Louisville's History Treasures, Richard Wheeler <br />3rd Place — Nothing Bitter About It, Shannon Koenig <br />Places <br />
