ORDINANCE NO. 1091 SERIES 1992 AN ORDINANCE CONCERNING THE CAPITAL IMPROVEMENT FEE OF THE CITY OF LOUISVILLE, COLORADO WHEREAS, the City of Louisville, Colorado, is principally a residential community; and WHEREAS, the City has experienced substantial residential growth in recent years, including an increase in population from 1980 of 5,593 to a 1990 population of 12,361, which represents an increase of 121 percent; and WHEREAS, the population of the City has increased to about 14,000, an additional approximately 14 percent increase from January 1990 to January 1992; and WHEREAS, at least two thousand two hundred fifty-one additional residential units might be constructed within the City; and WHEREAS, it is estimated that the City's population will increase an additional 35 percent by January 2000, even if no additional land is annexed; and WHEREAS, such population growth has placed and will continue to place a burden on the ability of the city to provide public services in a timely fashion to accommodate the growth; and WHEREAS, the City will need additional resources in order to provide necessary services to its additional population; and WHEREAS, Louisville Parks and open space population, and development; and there is a demonstrated need, as shown in the Master Plan, to provide additional parks, trails areas within the City to serve its growing the available areas are diminishing with new WHEREAS, the city's capital improvement fee is reasonably designed to assist in defraying the cost of providing or expanding City Services made necessary by new development; and WHEREAS, the increase in the capital improvement fee set forth herein is dedicated to the purpose of defraying the costs of particular City services, and may not be used for general City purposes.
