<br />ORDINANCE NO. 1091 <br />SERIES 1992 <br /> <br />AN ORDINANCE CONCERNING THE CAPITAL IMPROVEMENT FEE <br />OF THE CITY OF LOUISVILLE, COLORADO <br /> <br />WHEREAS, the City of Louisville, Colorado, is principally a <br />residential community; and <br /> <br />WHEREAS, the City has experienced substantial residential <br />growth in recent years, including an increase in population from <br />1980 of 5,593 to a 1990 population of 12,361, which represents an <br />increase of 121 percent; and <br /> <br />WHEREAS, the population of the City has increased to about <br />14,000, an additional approximately 14 percent increase from <br />January 1990 to January 1992; and <br /> <br />WHEREAS, at least two thousand two hundred fifty-one <br />additional residential units might be constructed within the City; <br />and <br /> <br />WHEREAS, it is estimated that the City's population will <br />increase an additional 35 percent by January 2000, even if no <br />additional land is annexed; and <br /> <br />WHEREAS, such population growth has placed and will continue <br />to place a burden on the ability of the city to provide public <br />services in a timely fashion to accommodate the growth; and <br /> <br />WHEREAS, the City will need additional resources in order to <br />provide necessary services to its additional population; and <br /> <br />WHEREAS, <br />Louisville Parks <br />and open space <br />population, and <br />development; and <br /> <br />there is a demonstrated need, as shown in the <br />Master Plan, to provide additional parks, trails <br />areas within the City to serve its growing <br />the available areas are diminishing with new <br /> <br />WHEREAS, the city's capital improvement fee is reasonably <br />designed to assist in defraying the cost of providing or expanding <br />City Services made necessary by new development; and <br /> <br />WHEREAS, the increase in the capital improvement fee set <br />forth herein is dedicated to the purpose of defraying the costs of <br />particular City services, and may not be used for general City <br />purposes. <br /> <br />
