City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 3 of 21 <br />Mayor Muckle requested a staff presentation. <br />Economic Development Director DeJong explained City Council action is requested on <br />a proposed Economic Development Business Assistance Package (BAP) for the <br />expansion of an existing Louisville employer, Water Goat Enterprises, doing business <br />as The Seacrest Group. The Seacrest Group is an environmental services laboratory <br />and consulting company, which was formed in 1987. The company originally specialized <br />in aquatic toxicology and water quality management, but has expanded to provide its <br />clients with a more comprehensive, permit driven approach to eco- toxicology. The <br />company is owned by Louisville resident Shannon Phelps. <br />The Seacrest Group must relocate their business from their current location at 1314 <br />Cannon Street in Louisville as it recently changed ownership to DELO, LLC and is a <br />part of the larger proposed redevelopment in the Highway 42 Urban Renewal Area. <br />The company is considering space options in neighboring communities. The Louisville <br />location at 500 South Arthur Avenue Unit 450 is 3,800 square feet. Seacrest Group <br />employs 9 people but would have the capacity to grow to 12 in the new location. The <br />estimated tenant improvements required for their use of the building is $85,000. The <br />assistance would be funded by permit fees and construction use tax from the tenant <br />finish of the existing space. The total fiscal impact would not exceed a total of 50% of <br />the City's permit fee rebates and 50% building use tax or $2,000 whichever is lower, <br />based on the tenant finish of approximately $85,000 for a 3,800 square foot facility at <br />500 South Arthur Avenue Unit 450 in the City. Staff recommended the City Council <br />approve Resolution No. 64, Series 2013. <br />APPLICANT PRESENTATION <br />Shannon Phelps, President Water Goat Enterprises, Inc, 1314 Cannon Street, <br />Louisville, CO explained the Seacrest Group is an aquatic toxicology company, which <br />tests water to ensure the water quality is good for water species and for downstream <br />users. This testing process has been a part of the Clean Water Act for fifty years. The <br />company has been located in Louisville since 1987. He has owned the company since <br />2007 and been a resident of Louisville since 2008. Although he never intended to move <br />this business from the downtown area, the property changed ownership forcing him to <br />find another location. He noted his customers dine and shop in Louisville, which helps <br />the local economy. <br />MOTON: Council member Lipton moved to approve Resolution No. 64, Series 2013, <br />seconded by Council member Keany. Roll call vote was taken. The motion carried by a <br />vote of 6 -0.
