<br />equipment, improvements, land and easements for the foregoing, <br />such bonds to bear interest at a maximum net effective rate not <br />to exceed eight per centum (8%), and maturing not later than <br />twenty (20) years from their date or respective dates, such bonds <br />to be payable from general ad valorem taxes without limitation <br />of rate or amount except to the extent other legally available <br />funds are applied therefore, to be issued and sold at one time <br />or from time to time in such manner and amounts, with such <br />maturities and upon such terms and conditions as the Council <br />may determine, including at the option of the Council, provision <br />for the redemption of bonds prior to maturity without or with <br />the payment of a premium? <br /> <br />The election wards and the polling places for the special municipal election shall be <br />as follows: <br /> <br />Municipal Ward No. <br /> <br />Polling Place <br /> <br />Address <br /> <br />(Insert ward numbers and names and addresses of corresponding polling places.) <br /> <br />The polls at the polling place will be opened at 7:00 a.m. on the day of <br />election and will be closed at 7:00 p.m. on said day. <br />No votes will be received by the judges of the special municipal election unless <br />the person offering to vote shall be at least eighteen years of age and a citizen of the <br />United States, who shall have resided in the municipal election ward twenty-five days <br />immediately preceding the municipal election, and who shall also be registered as provided by <br />law. <br /> <br />When any registered elector of the City shall be absent from the City on the <br />day of the municipal election, or by reason of his or her work or the nature of his or her <br />employment is likely to be absent and fears that he or she will be absent from the City on <br />that day, or because of serious illness or physical disability, or for reasons based upon the <br />doctrines of established religions shall be unable to attend the polls, such elector may request <br />orally or in writing from the City Oerk an application for an absent voter's ballot, which <br />application must be filed with the City Clerk by not later than the close of business on the <br />Friday immediately preceding the special municipal election (July 3, 1992), and may cast an <br /> <br />- 9 - <br />
