Louisville Sustainability Advisory Board <br />Meeting Minutes <br />December 18, 2013 <br />Page 2 of 3 <br />• We are hoping the report will be finished and approved early in 2014 <br />• In addition to usage and footprint analysis, the report will give recommendations <br />which may help LSAB and the City come up with the best way to approach energy <br />efficiency in Louisville — both public and private sectors. <br />• Action — we are awaiting report. <br />VIII. Follow up on a Community Energy- Efficiency Plan (Jim): <br />Jim started the discussion by pointing out that strategic planning and some level of buy -in both within <br />LSAB and then with City is important before we start going down more tactical paths. The LSAB <br />generally agreed, but (as Collin pointed out) did feel that "success" and progress will be best made by <br />making more modest, incremental steps towards a higher degree of sustainability. <br />It was stated that the Council will want any energy efficiency initiatives to be "pro- business." The <br />Council is also likely most interested in "low hanging fruit" — which may be taken to mean low cost <br />and higher results are favorable. A program that creates measurable positive impacts without being <br />overly elaborate or expensive is best. <br />Ways to potentially access funding (grants, Xcel Energy, etc.) for initiatives was discussed. Who <br />within Louisville could support grant writing, what resources we have to explore and go after things. <br />Possible criteria for measuring program value were discussed. Some example criteria or goals might <br />include (a) return on investment or simple payback criteria (IE 10 year SPB on projects), (b) reduction <br />of building energy consumption by X %, (c) Reduction of fleet energy consumptions. These are just <br />conceptual ideas and goals and criteria will need to be further refined. <br />We will likely need to build a defensible case for any efforts "looks at all the money we are missing." It <br />was pointed out that there are other benefits beyond monititary advantages such as health and well <br />fair, etc. and these should be presented in any proposed plan. <br />Mary Ann felt that the Louisville business community will be behind a smart efficiency plan. She cited <br />Pearl Izumi as one example of a possible proactive business entity. <br />Many municipalities use a 10 year payback. Dave works with a 20 year planning horizon. <br />LSAB, over the next several months will work on developing a list of recommended <br />measures /initiatives. <br />• The CU greenhouse gas inventory study (see item VII) will hopefully provide good direction. <br />• It was stated that we would want to lay out the initiatives in sequence starting with `low <br />hanging fruit' and proceeding to more (and more) expense and /or less advantageous options. <br />• There are other organizations that we should interface with as we develop and sell any ideas. <br />These may include Business Development Council and others. <br />• Our goals should have a long view rather than being simply short term <br />• The goals should link to a larger plan, and should incorporate commercial, residential, <br />government sectors. <br />Jim mentioned that he has compiled a partial list of energy efficiency and sustainability programs, <br />resources and websites currently deployed by other municipalities. Jim still needs to clean up the <br />compiled information and provide it to LSAB members. It is anticipated that this list can be a living <br />document that we continue to add to as we find and archive other. <br />
