Building Code Board of Appeals <br />Meeting Minutes <br />November 21, 2013 <br />Page 2 of 3 <br />of how to approach the older mobile homes and if they would be grandfathered in <br />and the possible enforcement of an updated code. Berry stated there seemed to <br />have been a lot of research on the City Attorney's part in how to approach updating <br />the code and what it meant for how and when enforcement might be able to take <br />place. Geise asked if there have been any new mobile homes brought into the park <br />in the last three years other than the one which had a fire. Staff replied they haven't <br />seen any new homes in the last two years. Geise asked, with the passing of the <br />updated code, if staff would go through and require each home to update to the new <br />codes. Staff stated this would only apply to new homes, any work which would be <br />done to modify an existing home, or if the was a complaint regarding the structural <br />integrity of an existing home. Berry asked if the City Attorney has had a chance to <br />review the updates. Staff replied he had and he agreed with the updates. Berry <br />motioned and Mancuso seconded to approve the ordinance. Motion approved by all <br />members present. <br />DISCUSSION <br />Fall Open Government Training <br />Van Pelt and Tew were not present to give an update from the Fall Open <br />Government Training which was held on October 29, 2013. <br />2014 BCBOA meeting Schedule <br />Staff stated the meetings would follow the every other month with a tentative date of <br />July 8, 2014 for the Study Session. The schedule also includes the dates for the off <br />months for added meetings if needed. <br />UPDATE <br />None heard. <br />STAFF COMMENTS <br />2012 Code Adoption <br />Staff updated the Board as to City Council process and the upcoming dates for the <br />2012 Code adoption. The first reading is on December 3, 2013 and the second <br />reading will be on January 7, 2014. If approved at this meeting, the code could be <br />adopted 45 days after City Council approval. Mancuso asked if Chairman Geise felt <br />the Board concerns would be fully conveyed to City Council. Geise stated he has <br />been in communication with Troy Russ, Director of Planning and Building Safety, and <br />feels all concerns have been received. Staff added Board members are welcome, <br />urged to attend the meetings, and can present their concerns. <br />LMC Contractors License <br />Staff updated the Board as to City Council process and the upcoming dates for the <br />LMC contractors license changes. The first reading is on December 3, 2013 and the <br />second reading will be on December 17, 2013. If approved at this meeting, then <br />code would go into effect 45 days after City Council approval. <br />BOARD COMMENTS <br />None heard. <br />NEXT MEETING <br />January 16, 2014 <br />
