City Council <br /> Meeting Minutes <br /> January 7, 2014 <br /> Page 9 of 22 <br /> Council member Lipton inquired about the role of the Golf Course Advisory Board. <br /> Parks and Recreation Director Stevens explained the Golf Course Advisory Board will <br /> prioritize the projects and make recommendations. <br /> Mayor Muckle addressed the design/build process and noted there will be contingency <br /> issues, but the City should get to the budget. The City will not design a program they <br /> cannot pay for. <br /> Council member Lipton stated in his experience, even with a guaranteed maximum <br /> price, there are surprises. He felt there should be a strategy on what gets deleted. He <br /> stressed the importance of the Golf Course Advisory Board being involved. Council <br /> member Loo agreed the Golf Course Advisory Board should be involved in the process. <br /> Mayor Muckle agreed the Golf Course Advisory Board should be involved in the <br /> process. He voiced his support of following the schedule proposed and stated the City <br /> is very motivated to reconstruct the golf course. <br /> PUBLIC COMMENT <br /> John Leary, 1116 LaFarge Avenue, Louisville, CO inquired about the function of the <br /> study session on January 21st and noted at a study session, there cannot be any <br /> approval or guidance. He suggested scheduling it as a special meeting, so decisions <br /> can be made and the meeting can be broadcast for the public. <br /> Ken Gambon, 809 Augusta Drive, Louisville, CO assured the Council the Golf Course <br /> Advisory Board did prioritize the Improvement Plan adopted by Council and provided a <br /> long list of golf course issues to Joe Stevens and Landscape Unlimited. He expected to <br /> see new information including golf course staffing at their January 13 meeting. <br /> City Manager Fleming inquired whether there is a way to structure the guaranteed <br /> maximum price to delineate the individual elements to comply with the FEMA <br /> requirement for accounting and address the interest in prioritizing the projects. <br /> Parks and Recreation Director Stevens explained the hole-by-hole analysis will be color <br /> coded to identify what will be covered by FEMA and flood mitigation. The Golf Course <br /> Advisory Board will prioritize the projects and make recommendations. <br /> Deputy City Manager Balser felt the guaranteed maximum price could be structured to <br /> include potential additions or deletions. She explained once the analysis is complete it <br /> will determine what replacement and mitigation will be covered by FEMA, and thus <br /> ultimately what the City's portion will be. <br /> Council member Loo questioned whether the FEMA estimates will really guarantee <br /> FEMA will reimburse the City.
