City Council <br /> Special Meeting Minutes <br /> January 14, 2014 <br /> Page 8 of 14 <br /> Projects, which Council might consider deferring or eliminating and would present those <br /> at the next meeting. There was Council consensus on discussing projects which may <br /> be deferred or eliminated. <br /> Council member Loo offered the following criteria: The number one priority should be <br /> the health and safety of the residents; projects which make money or saves money; or <br /> paying for something with money that is not the City's. <br /> Council member Stolzmann voiced her concern over the General Fund and Capital <br /> Projects Fund Forecasts. She was interested in significant changes. There was further <br /> Council discussion. <br /> Open Space & Parks Fund Forecast: <br /> City Manager Fleming reviewed the forecast for the Open Space & Parks Fund, which <br /> reflected a slight reduction in expenditures in 2015, primarily in capital projects. This <br /> will maintain a $4.3 million dollar balance to ensure resources are available to acquire <br /> open space properties when they become available. <br /> Council member Stolzmann felt the capital projects must be scaled back. She stated <br /> the Council cannot expect the residents to bond for the Water Treatment Plant if the <br /> repayment for the golf course has not been met. <br /> Public Works Director Kowar reported on staff's meetings with Plenary Roads. Plenary <br /> Roads is a public/private partnership company who received a 50 year contract to <br /> manage the toll lanes and maintain US 36 and 125. They are looking for joint projects to <br /> share facilities to store and maintain their equipment <br /> CIP Manager Trettin explained staff will meet with Plenary Roads to discuss three <br /> options. 1) Purchase property adjacent to the City's property and build a facility similar <br /> to the City's and share some operations. 2) Purchase the adjacent property and build a <br /> facility to store their equipment and share space with the City. 3) Buy the City's old <br /> shop facility. <br /> Council member Stolzmann inquired whether staff is looking for such partnerships for <br /> the maintenance of the golf course. Public Works Director Kowar explained the Plenary <br /> Roads operations are primarily in pavement, where the golf course is a niche operation. <br /> Park and Recreation Director Stevens agreed the golf course is a niche market, a <br /> smaller operation. <br /> Council member Stolzmann agreed the City Services facilities building is a long-waited <br /> project, but due to the flood, she suggested pushing the service facility out further in the <br /> CIP Project list. <br /> Council member Jasiak was excited to hear the potential for Plenary Roads partnership <br /> offsetting the cost of the City shops. <br />
