Appendix A <br />Dutko/Boyagian Consulting Scope of Work for February 2014 to February 2015 — <br />US 36 Mayors and Commissioners Coalition <br />The Dutko Grayling (DG)/Boyagian Consulting (BC) scope of services for the US 36 Mayors and <br />Commissioners Coalition (MCC) for 2014/15 includes the following objectives and tasks to maintain US <br />36 as a federal funding priority project for the Reauthorization of the Highway Bill, Appropriations and <br />Federal Grant opportunities through the US Department of Transportation. <br />Primary Objectives <br />1) Continue to support MCC in securing federal funding through Congress and the US Department <br />of Transportation. TIFIA, TIGER Grant, Small Starts; Bus and Bus related facilities; <br />Transportation and Community System Preservation; Surface Transportation Improvements; <br />others that may present opportunities for multi -modal improvements along the US 36 Corridor as <br />identified by the MCC <br />2) Continue to position US36 for funding in the reauthorization of MAP-21. If opportunities are <br />presented to secure congressionally directed funding for multi -modal improvements along the <br />US36 Corridor coordinate with CO Congressional delegation. Requests would need to be <br />resubmitted. <br />3) Support policy changes in reauthorization to the Transportation Infrastructure Finance and <br />Innovative Act (TIFIA) program that provide additional opportunities to secure innovative <br />financing under the program. <br />4) Maintain and develop relationships with CO Congressional offices and other Members. <br />5) Continue to track "Small Starts" process and other grant funding and connect the MCC with <br />opportunities to promote and secure dollars for BRT and managed lane components of the US 36 <br />project. <br />6) Inform and update Colorado Congressional delegation on current status of Northwest Commuter <br />Rail and FasTracks. Commence preliminary discussions to start laying groundwork for future <br />efforts with Burlington Northern Santa Fe, the Regional Transportation District and other <br />stakeholders regarding longer -term opportunities and approaches for completing Northwest <br />Commuter Rail. <br />7) Explore political opportunities. <br />8) Monitor and track any bills that could lead to financing or funding for the US36 Corridor. <br />9) Monitor and track any congressional activity or US Department of Transportation action <br />regarding the Train Horn Rule. Pursue funding opportunities to finance infrastructure to <br />implement quiet zones. <br />2014/15 Specific Action Steps and Deliverables <br />1. Position US 36 as a high priority with the Colorado delegation, key leaders, and key staff. <br />• Dutko/BC will use its relationship on Capitol Hill to promote US36 and remind key <br />congressional and federal agency players of the needs along the corridor and progress of the <br />corridor. <br />• Update and provide information to the Congressional delegation on the status of the US36 <br />corridor project and activities pertinent to Northwest Rail. <br />8 <br />
