Open Space Advisory Board <br />Minutes <br />January 8, 2014 <br />Page 3 of 10 <br />• Tom Davinroy: A pair of coyotes were spotted on the Coal Creek Golf <br />Course. <br />VIII. Public Comments on Items Not on the Agenda <br />• Sandy Stewart, 649 Augusta Drive. <br />Mr. Stewart is a member of the Golf Course Advisory Board (GCAB). He <br />noted there are strong similarities between GCAB and the Open Space <br />Advisory Board (OSAB) insofar as both are interested in delivering the <br />best facilities and resources to the citizens of Louisville at the best value. <br />GCAB is working diligently to address flood damage repair to the golf <br />course as well as mitigate damage done to homes surrounding the golf <br />course. The GCAB would like to encourage all citizens of Louisville to use <br />the golf course. Mr. Stewart saw in OSAB minutes the interest of OSAB to <br />improve the route of the trail as it runs near to the golf course and <br />encourages further OSAB engagement while the GCAB is in the midst of <br />repairing damage. Mr. Stewart would encourage OSAB to bring forth any <br />trail rerouting suggestions to the Gold Course Open House on January 15 <br />at the Golf Club House at 5 pm. Tom Davinroy, Missy Davis and Helen <br />Moshak committed to attending the Open House. <br />IX. Discussion & Action: Cottonwood Park Townhomes Preliminary PUD <br />and Plat. Presented by Allan Gill, Parks & Recreation Project Manager <br />• The City is reviewing the Cottonwood Park Townhomes <br />Preliminary PUD and Plat related to the First Baptist Church <br />site. Mr. Gill discussed the reasoning contained within the <br />City's Memorandum dated December 26, 2013 requesting <br />Fee's in Lieu of Park Land, a trail easement, and construction <br />of an 8' wide concrete trail matching the existing trail in <br />Cottonwood Park. <br />• Mr. Gill summarized the public process of the Preliminary PUD <br />moving throughout the City's approval process including the <br />roles of the Planning Department, Planning Commission, and <br />City Council. <br />• Laura: If the Fee's in Lieu were paid as requested and the land <br />was not dedicated to the public, would the developer have the <br />ability to construct more residences in that space? Alan: No, <br />the proposed HOA would mow and maintain the proposed non - <br />developed acreage. <br />• Tom: Would the HOA have the option of constructing a pool or <br />other like structure? Joe: Yes, if that is something they came <br />back to the City and proposed, and the City approved. Tom <br />requested clarification on the size of the parcel that would be <br />maintained by the HOA. Tom did point out that the entirety of <br />the project property was evaluated as open space by OSAB in <br />4 <br />
