COLORADO. SINCE 1878 <br />Family Self- Sufficiency <br />The Family Self- Sufficiency Program (FSS) is a 5 -year academic, employment and savings <br />incentive program designed to help low income families, who have a Housing Choice <br />Voucher (formerly Section 8) or reside in a Project -Based Voucher housing unit, gain <br />education and career skills to improve their family's financial situation and move toward <br />self - sufficiency. <br />There are currently 15 FSS households in the Louisville area which represents 13% of the <br />total FSS caseload. The program receives HUD funding for 3 case manager positions. <br />The coordinator, administrative support, and client expenses are funded through <br />donations, grants and county funding. <br />Excluding rental subsidies (which are counted in the Housing Choice Voucher numbers <br />above) 2013 costs for Louisville households including case management, supervision, <br />administrative support and other operating expenses were approximately $31,743.30. <br />In addition to intensive case management services, Louisville FSS families had access to <br />many non - monetary supports such as bus passes, holiday programs, parenting classes, <br />budgeting help and other resources. <br />[ N <br />Housing Stabilization <br />The Housing Stabilization Program (HSP) offers short -term assistance with deposits and other <br />housing costs when a household has hit a temporary financial set -back. The program has <br />proved highly cost - effective in preventing homelessness due to financial crises that can lead <br />toward foreclosure or eviction. <br />In 2013, the total number of clients served in Louisville was 20 (6% of program total). <br />Average cost- per - client in Louisville was $3,470 and the total assistance amount for all clients <br />was $69,393.
