City Council <br /> Special Meeting Minutes <br /> February 24, 2014 <br /> Page 11 of 11 <br /> There was discussion on how best to handle the late arrivals of emails. <br /> Conflict of Interest: The second exercise related to conflict of interest issues <br /> regarding investment in property adjacent to a potential City acquisition. In all <br /> aspects of the scenario presented, there was agreement a Council members' <br /> investment in such property would be a conflict of interest. If such investment <br /> occurred there would be an obligation to disclose to the City Council and to the <br /> parties and not participate in the decision making process. <br /> ROLE OF COUNCIL MEMBERS AND COMMISSIONERS IN EMPLOYMENT <br /> MATTERS <br /> Charter Provisions Regarding the Role of the Manager in relation to Employees. <br /> Article 8 of the Louisville Charter addresses the authority and duties of the City <br /> Manager as they relate to supervision and control over employees. Charter <br /> provisions make it clear that the City Manager has control over City employees. <br /> The charter indicates limitations on interactions between Council members and <br /> employees These limitations work in both directions. They limit the ability of a <br /> Council member to direct a City employee and they also limit the ability of a City <br /> employee to bring issues directly to Council members. <br /> Special Counselor Krob distributed a handout of Aden's Rules of Public <br /> Administration.
