Cityo <br />f <br />Louisville <br />COLORADO • SINCE 1878 <br />City Council <br />Special Meeting Minutes <br />March 11, 2014 <br />City Hall, Council Chambers <br />749 Main Street <br />7:00 PM <br />Call to Order — The meeting to order at 7:00 p.m. <br />Roll CaII was taken and the following members were present: <br />City Council: <br />Staff Present: <br />Mayor Robert Muckle, Mayor Pro Tem Hank Dalton. <br />Council members: Susan Loo, Ashley Stolzmann, <br />Jeff Lipton, Jay Keany and Emily Jasiak <br />Malcolm Fleming, City Manager <br />Heather Balser, Deputy City Manager <br />Kurt Kowar, Public Works Director <br />Kevin Watson, Finance Director <br />Dmitry Tepo, Water Resources Engineer <br />Nancy Varra, City Clerk <br />Others Present: Rick Giardina, Raftelis Financial Consultants <br />PLEDGE OF ALLEGIANCE <br />All rose for the pledge of allegiance. <br />REGULAR BUSINESS <br />UTILITY RATE DISCUSSION <br />Mayor Muckle requested a staff presentation. <br />Public Works Director Kowar reported that approximately three years ago, the City <br />started a master planning process for water, wastewater and stormwater funds due to <br />concerns over aging infrastructure and upcoming regulatory mandates. Staff <br />determined a rate study should be conducted to ensure that projects dictated by the <br />master planning effort can be financially supported.
