City Council <br />Special Meeting Minutes <br />March 11, 2014 <br />Page 3 of 11 <br />Evaluate feasibility of water budget rate structure. Blocks and prices in this structure <br />are based on individual water budgets. Water budgets are developed by characteristics <br />such as the number of people in a household and square feet of landscaped area. Rate <br />blocks would represent the following methodology: <br />Block # <br />Block 1 <br />Block 2 <br />Block 3 <br />Block Usage Type <br />Indoor budget dictated by efficient use <br />Outdoor budget for efficient irrigation <br />Consumption in excess of efficient use <br />Wastewater Rate Structure <br />Implement usage -based rate structure. <br />Stormwater Rate Structure <br />Continue current structure until residential impervious data is available. <br />System Development Charges <br />Move forward with analysis of stormwater SDCs for either uniform City -wide SDC or a <br />separate drainage basin SDC. Move forward with calculated water and wastewater <br />SDCs. <br />Financial Plan Alternatives Analyzed: <br />1. Just -in -Time Scenario — rate increases to achieve immediate water, wastewater, <br />and stormwater fund self- sufficiency. <br />2. Smoothing Scenario —rate increases are phased -in to achieve fund self - <br />sufficiency in approximately 8 years. <br />Water Rate Structure Alternatives Analyzed: <br />1. Status Quo — existing structure <br />2. Cost of Service — customer class basis <br />a. Service charge based on meter size — no volume allowance <br />b. Volume rate varies by customer class, includes fixed rate blocks <br />3. Cost of Service — Average winter water consumption (AWC) basis <br />a. Service charge based on meter size — no volume allowance <br />b. Volume rate in each block same for all customers, block size for each <br />customer varies <br />4. Cost of Service — Water budgets <br />a. Service charge based on meter size — no volume allowance. <br />b. Volume rate in each block same for all customers, block size varies with <br />individual customer indoor and outdoor budgets <br />
