Golf Course Advisory Board Minutes <br />March 17 2014 <br />Page 4 of 6 <br /> <br />possible to determine below-ground damage to the irrigation system so <br />more work with FEMA is required.As a result of the FEMA discussions, <br />several items have been moved into the “FEMA eligible” category and <br />some areas are still under discussion. The Board requested that Staff <br />provide regular updates on the LU Spreadsheet and Schedule so the <br />predicted costs can be tracked. A full rebuild of the greens is needed <br />which adds around $275K to the expected costs and will consume much <br />of the contingency unless economies can be found elsewhere. The Board <br />was asked for input on repairs to the parking lot. These will be funded by <br />FEMA but we are already compliant with Planning Regulations for <br />minimum number of parking spaces so the 9 slots affected could be <br />abandoned and the FEMA funds used elsewhere. Given the small cost <br />involved and the potential negative perception, the Board advised to <br />proceed with the restoration and mitigation of the damaged spaces and <br />retaining wall. Mayor Pro Tem Dalton stated that Mayor Muckle and <br />Deputy City Manager Balser had done effective lobbying in Washington <br />with our elected officials to expedite FEMA approval and disbursement of <br />funds. <br />d) Discussion of “Common Sense Drainage Improvements” <br />While not part of the GCAB Charter, any changes to mitigate flooding <br />problems at adjacent homes must be coordinated with the golf course <br />rebuilding plan and thus merits GCAB attention. A request is being <br />presented to the Board of Adjustment on Wednesday to authorize the <br />work to clear and reconstitute the creek bed. This is a welcome step in <br />the rebuilding. However, and to the concern of many homeowners, the <br />request states “this request is only to repair damage caused by the <br />flooding and not to mitigate the flood hazard for the surrounding <br />neighborhoods.” This request does not, therefore advance any work to <br />meet the directive and funding authorized by City Council at the Feb 4 <br />Meeting. The Board questioned if Staff had requested the Consulting <br />Engineer to look into flood mitigation, within and outside the flood to <br />protect properties damaged by the flooding. The Board reiterated that <br />“common sense mitigation” was used to describe the process to allow <br />latitude within the regulations. Staff and Mayor pro-tem Dalton explained <br />that significant work inside the flood plain could trigger a full-scale <br />modeling and analysis process that could delay work on the golf course <br />for years. Work on areas outside the flood plain (for example Hole #3) are <br />not constrained by flood plain regulations.
