<br />(d) <br /> <br />~~ <br />To improve the opportunity to recycle And reclaim ~ <br />wastewaters and sludges from the systems. <br /> <br />(e) <br /> <br />To provide for equitable distribution of the cost of <br />the municipal wastewater system. <br /> <br />This ordinance shall apply within the City of Louisville and <br />to persons outside the City who are, by contract, agreement or <br />authorized by the City to discharge into the City's publicly <br />owned treatment works. Except as otherwise provided herein, the <br />City Administrator or his designated representative shall <br />supervise and control in all matters and shall administer, <br />implement, and enforce the provisions of this ordinance. <br /> <br />13.32.020 Definitions <br /> <br />1. Act or "the Act". The Federal Water Pollution Control <br />Act, also known as the Clean Water Act, as amended, 3 U.S.C. <br />1251, et. ~ <br /> <br />2. Approval Authoritv. The Director of Public Works, City of <br />Louisville, or his designated agent, <br /> <br />3. Authorized Representative of Industrial User. An <br />authorized representative of an Industrial User may be: (1) a <br />principal executive officer of at least the level of vice <br />president, if the Industrial User is a corporation; (2) A <br />general partner or proprietor if the Industrial User is a <br />partnership and proprietorship, respectively; (3) A duly <br />authorized representative of the individual designated above if <br />such representative is responsible for the overall operation of <br />the facilities from which the indirect discharge originates. <br /> <br />4. Biochemical Oxyqen Demand (BOD). The quantity of oxygen <br />utilized in the biochemical oxidation of organic matter under <br />standard laboratory procedure five (5) days at 20 degrees centi- <br />grade expressed in terms of weight and concentration milligrams <br />per liter (mgjl)]. <br /> <br />5. Building Sewer. A sewer conveying wastewater from the <br />premises of a User to the City's sanitary sewer main. <br /> <br />6. Cateqorical Industrv. One of the industries for which the <br />EPA has established or is in the process of establishing <br />categorical pretreatment standards. <br /> <br />7. Chemical Oxyqen Demand. The oxygen equivalent of that <br />portion of organic matter in a wastewater sample that is suscep- <br />tible to oxidation by a strong chemical oxidant, expressed in <br />terms of weight and concentration (mgjl). <br /> <br />2 <br />
