City Council <br />Meeting Minutes <br />May 6, 2014 <br />Page 16 of 27 <br />Brendan McManus stated both he and Mr. Honness have viable businesses. They <br />signed a lease, not knowing their businesses would be so successful. He stated time is <br />of essence to them as business owners. He stated there are not any other buildings in <br />downtown Louisville of 5,000 SF to accommodate his business. They advocated the <br />City sell the building to them so they may continue to have those businesses in the <br />same location. <br />Drew Honness explained he has been the business owner for four years and stressed <br />the importance for him and Mr. McManus to maintain their businesses at their present <br />location. He felt their businesses are destinations for the City. He hoped there would <br />be a joint resolution where a parking plan can be put in place and the two businesses <br />could be maintained. He stressed the value these businesses bring to the community. <br />Rhonda Grassi, 916 Main Street, Louisville, CO supported restriping the streets in the <br />downtown area for parking and the additional police officers. She opposed the <br />suggestion of raising the parking in -lieu of fee. She stated at one time the Council <br />raised the parking in -lieu fee to $10,000, which stopped 100% of the proposed <br />downtown projects. When the City built a library and could not provide the necessary <br />parking or parking fee, the fee returned to $3,600. She noted because the City does not <br />provide enough parking for their employees the downtown residents do not have street <br />side parking in front of their homes. She stated many downtown business owners would <br />like to present proposals for the City owned property, which would provide parking and <br />allow the existing businesses to stay. She addressed the parking signage and <br />encouraged Council to proceed with the signage. <br />Randy Caranci, 500 Front Street, Louisville, CO suggested the Council should proceed <br />slowly in selling City -owned properties for parking. He supported parking signage and <br />an organized parking plan. He again encouraged Council to proceed slowly on the sale <br />of properties for parking. <br />COUNCIL COMMENTS <br />Mayor Muckle asked for a summary of the action steps for this summer. Planning and <br />Building Safety Director Russ outlined the action steps for this summer include curb <br />painting, restriping South Street, working with the Street Faire, securing off -site <br />locations and other mitigations of the parking problems. <br />Council member Keany was not comfortable with painting a parking symbol on the curb. <br />He did not feel it would be effective. <br />Council member Loo was willing to look at experimentation, but, if it is not working, she <br />felt it should be changed quickly. She was concerned with Phase, 2, 3 and 4 <br />recommendations of the Parking Plan. <br />
