City Council <br />Meeting Minutes <br />July 1, 2014 <br />Page 20 of 31 <br />project in the area asked for stormwater detention. Economic Development Director <br />DeJong explained the Safeway redevelopment had detention and the LRC determined <br />those public infrastructure improvements were eligible for reimbursement up to <br />$380,000. <br />Council member Stolzmann was not in favor of the regional detention portion. <br />Mayor Muckle addressed Mr. Leary's comments and stated his opinion of appropriate <br />TIF funding would be to approve public infrastructure improvements. The LRC has <br />been consistent in not supporting projects outside of the urban renewal area, nor for <br />private improvements. He stated the majority of the money will go toward the most <br />fundamental needs of the urban renewal area, which are roads and underground <br />infrastructure. <br />Council member Lipton asked if the regional detention is included in the City's project. <br />Public Works Director Kowar explained the City project is to mitigate the flooding <br />downtown and finish the stormwater system from the upper watersheds. A City <br />detention area did not provide a benefit to City's portion of the project, but with some <br />engineering they were able to determine a stormwater and water quality pond for the <br />core area. <br />Council member Lipton asked if any stormwater will be run through the regional <br />detention pond in the Core Area project. Public Works Director Kowar responded no. <br />Mayor Muckle stated the City is spending a lot of money on multiple drainage facilities <br />to get private properties out of the flood plain in Old Town. <br />PUBLIC COMMENT <br />Alex Bradley, 1385 Caledonia Circle, Louisville, CO requested clarification on funding <br />for the project's realignment of a drainage line. Economic Development Director <br />DeJong explained none of the City's $750,000 is going toward the project's realignment <br />of the drainage line. <br />Council member Keany asked Public Works Director Kowar to explain the funding <br />sources. Public Works Director Kowar explained there are three funding sources; City <br />money for a second storm sewer; LRC and developer's money. The $750,000 is from <br />the Stormwater Fund for a second line to address overall drainage for the City. It does <br />not address the realignment of the drainage line for the project. Economic Development <br />Director DeJong explained the LRC bonds will not cover the City's drainage line. The <br />developer will pay for the realignment of the drainage line. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO disagreed the purpose of Urban <br />Renewal is to provide public improvements. He noted traditionally, developers are <br />required to put in improvements. He stated in this case there has been a determination <br />
