Planning Commission <br />Meeting Minutes <br />March 13, 2014 <br />Page 3of 9 <br />Pritchard directed his questions to the aerial and asked if the existing antennae on the <br />buildings are cell antenna. <br />Robinson stated they are cell antennae. <br />Russ stated the emails received are primarily from homeowners to the east and how <br />their views to the west would be impacted. <br />Pritchard asked how long ago the last antennae were placed on the building. <br />Russ stated there have been some placed in the last 4 years but there were some <br />antennae in place prior to that request. <br />Applicant Presentation: <br />Cliff Spencer, Smart Link contractor representing AT&T, gave a presentation. He stated <br />the height being requestedis 1 foot above the other antennae on the roof. He stated <br />the wall mounted antennae are from T-Mobile and they don’t give the best coverage <br />when they are wall mounted. This location provides a fill for the gap in AT&T’s <br />coverage. He added they had considered the Christ the Servant Church and the Fire <br />Station to the north but both locations were not as desirable as the Recreation Center <br />because both would require towers to get the coverage. <br />Commission Questions of Applicant: <br />Brauneis stated the application mentioned the antennas were going to be screened. <br />Spencer stated the canisters are considered screening. <br />Rice asked if the applicant had a response to the complaint regarding the antenna being <br />a visual obstruction. <br />Spencer stated there might be a littlevisual obstruction but there are other antennae up <br />there. He stated a freestanding tower on the fire station or the church might be more of <br />a visual obstruction. <br />Public Comment: <br />Kimberly Junior, 808 Trail Ridge Drive, stated she is speaking as a representative of her <br />neighbors. She stated her biggest concerns are as follows: <br />Wants to understand the lease payment and what that is <br />Wants to better understand the square footage of the entire project <br />Does not believe the photos being shown are representativeof what is up there – <br />they are only showing the 5 proposed antennae. She believes there should be <br />more views shown <br />Does not believe the cylinders are adequate screening <br />The height is too tall and above what is permitted <br />Believes the public notice was invalid and this item should not be heard tonight <br />Believes these antennae will be detrimental to the property values of the <br />surrounding homes <br />Believes the application does not qualify with the CMRS criteria <br />
