Local Licensing Authority <br />Minutes <br />July 28, 2014 <br />Page 3of 4 <br />Ms. Angell was asked how many brewers were expected. She responded about <br />fifteen, all being local. She was asked about security and responded the serving <br />area would be fenced off. Local restaurants and one food truck will be providing <br />food for the event. <br />Hughes moved the Authority approve the Special Event Permit for the <br />Louisville Chamber of Commerce for the August 30 event. Tennessen <br />seconded. Roll Call Vote: Carlson –yes, Tennessen –yes, Lipton –yes and <br />Hughes –yes. Permit approved.Machado absent. <br />B. Transfer Application -Thai Monkey Club 4, LLC d/b/a Thai <br />Monkey Club -Hotel and Restaurant Liquor License –1156 W. <br />Dillon Road Suite 4 <br />Chairperson Carlson introduced the transfer application for Thai Monkey <br />Club. The applicant, Jason Kong Phom, was in the audience and available <br />to answer any questions the Authority might have. <br />Authority Attorney Culley asked about some of the naturalization information <br />on the manager. Mr. Phom stated the manager, Mr. Cline, was born out of <br />the country, but as a U.S. citizen. <br />Tennessen asked for clarification of how many restaurants Mr. Phom owned. <br />Mr. Phom reported he had three currently, including the one in Louisville. <br />Mr. Phomwas asked about any liquor violations. He reported he has his <br />staff take TIPS training and has not had any violations. <br />Lipton moved the Authority approve the transfer application for a hotel and <br />restaurant license to Thai Monkey Club 4, LLC d/b/a Thai Monkey Club. <br />Tennessen seconded. Roll Call Vote: Carlson –yes, Tennessen –yes, <br />Lipton –yes and Hughes –yes. Transfer approved.Machado absent. <br />C. Discussion/Direction -Study Session with Council –8/26/14 <br />Carlson noted the Authority was scheduled to meet with City Council on <br />August 26, 2014 and reported he would attend. He liked the idea of <br />presenting the annual report and appreciated the way the types of liquor <br />licenses were presented in it. He suggested mentioning the Authority’s <br />involvement with changes with the marijuana establishments and support of <br />theStreet Faire. <br />Carlson noted he had seen Council was discussing term limits. He felt with <br />the learning curve involved for a member of a quasi-judicial board, it was <br />good to have long term members, without term limits, on those boards. <br />
