Mayer was in favor of the new wording.

Lathrop liked the language in the LWCP. He took great exception to the new technology of low
flush toilets which take two to three flushes to get the job done.

Howard liked the new wording and wanted examples shown as to what could be accomplished by
xeriscape landscaping.

Bill Simmons, City Administrator, pointed out that for several meetings the Planning Commission had
been working on the Louisville Commercial Development Design Guidelines (LCDDG), which is now
in draft form. It should be finalized in the near future. He wanted tonight's dialogue to carry over
into the development of those regulations.

Howard wanted a draft of the LCDDG for review.

Sisk liked the proposed language.

Howard moved that Council adopt the City of Louisville Water Conservation Plan for implementation
and submit it to the State. Seconded by Levihn. All in favor with Davidson being absent.

DISCUSSION/DIRECTION - LETTER OF INTENT TO ANNEX - MR. AND MRS. DON
MOBLEY - 9673 DILLON ROAD - APPROXIMA TEL Y 12.8 ACRES

Paul Wood, Planning Director, stated that the property is contiguous to the City of Louisville on
three sides. The Mobleys requested a waiver of the annexation fee, dedication of water rights, open
space dedication, and a 1" water line to their current residence. The applicant requested, by the
annexation agreement, the opportunity to construct one additional single family residence (one home
is currently on the property) and to have a 1" water tap fee waived for that residence and that those
two residences be exempt from subdivision requirements. They requested to waive all capital
improvement fees for those residences.

Sisk called for the applicant's presentation.

Don Mobley, 9673 Dillon Road, Louisville, Colorado, was there to answer any questions.

Sisk called for Council comments or questions.

Lathrop was concerned about the 1" water line rather than 3/4".

Mobley stated they needed the 1" tap because they have several out-buildings. He presently has a 1"
line out of his well.

Levihn felt for the second home a 3/4" tap should suffice.

3
