City Council <br />Meeting Minutes <br />August 19, 2014 <br />Page 4 of 15 <br />SECOND AMENDMENT TO AGREEMENT BETWEEN THE CITY OF LOUISVILLE <br />AND LANDSCAPES UNLIMITED FOR GOLF COURSE RECOVERY PROJECT <br />Mayor Muckle requested a staff presentation. <br />Parks and Recreation Director Stevens explained staff is requesting City Council <br />consideration of the Second Amendment to the Agreement between the City of <br />Louisville and Landscapes Unlimited for the design, construction and consideration for <br />the grow -in period at Coal Creek Golf Course. He reported there has been a lot of work <br />performed at the golf course including sodding and seeding greens. The amendment is <br />for an optional Phase III or Grow -in Period Amendment and will continue the City's <br />relationship with Landscapes Unlimited. <br />Fiscal: Parks and Recreation Director Stevens reported FEMA confirmed they will <br />accept the Project Worksheets and have calculated their allocation to the golf course <br />project. FEMA will provide funding for the grow -in damaged areas at an amount of <br />$480,000.12. The cost for the golf courses design, construction and grow -in is <br />$5,633,206. FEMA will reimburse $2,600,473. The City will be responsible for <br />$2,707,674. A FEMA representative stated the amount of reimbursement is based on <br />all the information provided, which means the City staff and Landscapes Unlimited will <br />not have to continually meet FEMA to justify their actions. <br />Recommendation: Staff recommended the Council amend agreement between the City <br />and Landscapes Unlimited to include Phase III, Grow -in period. <br />COUNCIL COMMENTS <br />Mayor Muckle asked if there was an estimate when the seeding will be completed. <br />Parks and Recreation Director Stevens stated the golf course is projected to open in the <br />spring of 2015 and seeding will continue through August and September of this year. <br />There are two shaping crews currently working, so work can be completed on more <br />than one hole at a time and there is also a lot more sodding being accomplished than <br />originally intended. The grow -in period will be coordinated with on -going construction. <br />PUBLIC COMMENT <br />Ken Gambon, 607 Augusta Drive, Louisville, CO thanked Parks and Recreation Director <br />Joe Stevens, Project Manager Alan Gill and City staff for working with FEMA to get <br />reimbursement for the golf course. <br />MOTION: Council member Keany moved to approve the amendment to the agreement <br />between the City and Landscapes Unlimited for the Golf Course Recovery Project, <br />seconded by Council member Stolzmann. Roll call vote was taken. The motion carried <br />by a vote of 6 -0. Absent: Council member Moss. <br />
