Unanimous voice vote in favor of Staff’s original recommendation. <br /> <br />4. Public Comments - Items not on the agenda <br /> <br />None. <br /> <br />5. Regular Business <br /> <br />Staff recommends that 700 and 702 Front Street be removed from the agenda. Request passes by <br />unanimous voice vote. The Applicant requests that 901/909 Front Street be continued until the <br />February 9, 1999 meeting because Arlin is out of town for the month of January. Motion passes <br />by unanimous voice vote. <br /> <br />A. Resolution No. 1, Series 1999, Ordinance No. 1291, and Ordinance <br />authorizing the City Administrator to annually establish development <br />application fees and a discussion of fees for 1999. <br /> <br />Staff Certification/Planning Commission Disclosures: <br /> <br />Notice was published in the Louisville Times on December 18, 1998, and was posted in City Hall. <br /> <br />Staff Report and Facts and Issues: <br /> <br />Staff gives an overview of the Ordinance before City Council to amend Titles 16 and 17 of the <br />Louisville Municipal Code regarding development fees. If the ordinance passes City Council, fee <br />increases would be seen by March 1999. <br /> <br />Commission Questions: <br /> <br />Sarah Klahn asked about other cities and how they establish fees through public hearing or <br />administratively? Staff does not know. She is concerned that the fees are set now in a public <br />hearing setting, but the new ordinance would put that decision in the hands of the City <br />Administrator. She wondered if that is how other cities do it. Staff does not know. Betty Solek <br />asked if the current Commission has ever decided fees. No, the last time it was amended was in <br />the 1980's. Jeff Lipton asked who initiated the ordinance. City Council asked Staff to come up <br />with a process that would bring the fees into line. Betty Solek asked why only 50% of the Staff <br />time would be recovered. Because it would be a difficult process to analyze the actual costs and <br />break down the Staff’s actual hours. <br /> <br />Public Hearing Closed/Commission Discussion: <br /> <br />Bill Boulet voices a concern that the fees seem rather steep, and feels that the City benefits from <br />the public review process. He is in favor of lower fees. He feels the process of reviewing <br />development plans benefits the citizens and that the City should bear the brunt of the cost rather <br /> <br /> <br />Page 2 <br /> <br />
