<br />hearing and certified that public notice was published in the Boulder Camera on February 21, <br />1999, which included the ordinance and the full map and was posted in City Hall <br /> <br />Staff Report and Facts and Issues: <br /> <br />Ken Johnstone stated that a discussion point brought up at the last City Council meeting <br />suggested that it might not be appropriate to treat the commercial property on both sides of the <br />railroad tracks in the same manner. Council did direct the Staff and the Planning Commission to <br />consider that point as to whether the Design Handbooks, the F.A.R. Ordinance and the Parking <br />Regulations should apply equally on both sides of the tracks. Mr. Johnstone presented the details <br />of this matter as stated in the staff report. <br /> <br />Commission Questions/Comments: <br /> <br />Commissioner Lipton asked if this is not incorporated, what guidelines would they be under? Ken <br />Johnstone stated that they would be under the CDDSG would apply and that the 29-foot height <br />ordinance would apply to the CC district and parking regulations would come out of the CDDSG <br />as well as design regulations. <br /> <br />Commissioner Lipton feels that the east side of the tracks will developed later and that there is a <br />strong desire to do some three-story buildings in the downtown area and wonders if that side of <br />the tracks wouldn’t be a bad place to designate that type of development. <br /> <br />Chairman Boulet agrees that this is an opportunity to integrate that gateway and would like to see <br />the right standards of development for it. <br /> <br />Commissioner Pritchard is concerned about the parking issues and that some people will start to <br />tear down buildings in order to meet the parking requirements. <br /> <br />Commissioner Solek agrees that it is important to apply the Design Guidelines to both sides of the <br />track. <br /> <br />Staff Summary: <br /> <br />Mr. Johnstone commented on the Downtown Design Handbook which is proposed to be adopted <br />as an amendment to the zoning code. It would be an appendix to the zoning code and there are <br />also some changes to the PUD Ordinance that would reference the Design Handbook. The <br />Design Handbook would supercede zoning regulations to the extent that if there were a conflict, <br />this would be the controlling document. <br /> <br />Commission Comments <br /> <br />Chairman Boulet feels that this document has tremendous merit. <br /> <br /> 2 <br /> <br />
