<br />McAvinew asked Commissioner if they had any conflict of interest or disclosures. <br /> <br />None heard. <br /> <br />Staff Report of Facts and Issues: <br />McAvinew requested a staff report. <br /> <br />Martell explained that the request before the Commission is for an amended final PUD <br />development for a modified sign package for the Gateway Plaza PUD at 980 Dillon Road. The <br />Firstier Bank building (which includes an adjacent chiropractor’s office, the Ink Coffee shop and <br />the Blockbuster video store) can be found on Parcel ‘H’ of the Centennial Valley Commercial <br />Subdivision. Parcel ‘H’ was originally subdivided in 1995. The master PUD development plan <br />was also approved at that time, which established setbacks, landscape requirements, internal road <br />configurations, signage, etc. for this portion of the Centennial Valley Shopping Center. <br /> <br />Martell detailed the sign regulations approved in City Council Resolution No. 3, Series 2000 as <br />follows: <br /> <br />1.“A note shall be added to the SRU plan that the window signage, both illuminated and <br />non-illuminated shall be prohibited. Temporary banners and temporary signage are not <br />allowed on the building or on the lot at any time. <br /> <br />2.The special review use is granted to the applicant only. <br /> <br />3.All sign letter faces shall be garnet red in color.” <br />He also stated that these regulations have been enforced and adhered to during the last 2.5 years <br />of commercial use at the site. <br /> <br />He reminded the Commission that during the public hearing review process for Gateway Plaza, <br />that both the Planning Commission and City Council reviewed the proposed sign program for the <br />project with some scrutiny. The final PUD approval required all signs to be the same color <br />(White or Garnet, with Garnet “red” being the final approved color) and the same design (reverse <br />pan-channel letters, bronze trim caps, etc.,), for the sign lettering. <br /> <br />Martell also reminded the Commission that in 2002, a PUD amendment was adopted that granted <br />approval of an amended final PUD development plan for a modified wall-sign package for <br />Enterprise Bank. That amendment allowed three signs: one sign on each of the east, west and <br />south building elevations. <br /> <br />Martell stated that Gardner Signs, Inc, on behalf of Firstier Bank and the owner of the <br />development, is requesting modifications to the existing sign package for the bank building and <br />the adjacent buildings to replace the “Enterprise Bank” sings with “Firstier Bank’ signs thus <br />providing better visibility of their facility from adjacent roads and properties. In addition, they <br />request that the single sign color restriction be eliminated. <br /> <br />Martell provided a summary of the sign request: <br />letters are to be white acrylic faces overlaid with sultan blue ‘film’, leaving a ¼ inch white <br /> <br /> <br />outline. <br /> <br />7 <br /> <br />
