APPROVED – MARCH 10, 2005 <br /> <br /> <br />Citywide Comprehensive Plan 2005 Update, PUBLIC HEARING. <br /> <br />Johnstone noted that a revised draft of the Comp Plan would be available for distribution to the <br />Commissioners on Friday, January 28. The major addition of text is in Chapter 4. <br /> <br />Lipton expressed to the Commissioners that the Plan will probably be difficult to get through the <br />public hearing process with only one meeting. He then discussed a format for the public <br />hearings: <br /> <br />1)Staff and Consultant Reports <br /> <br />2)Public Comment and Questions <br /> <br />3)Commission Comments and Questions <br /> <br />4)Public Comment and Questions <br /> <br />5)Commission Comments and Recommendation <br /> <br />Pritchard agreed that the public needs the opportunity to comment. He expressed that he did not <br />see the Plan being finalized by Planning Commission within one meeting. <br /> <br />Deborski agreed with the public comment component and the need for them to have plenty of <br />opportunity to comment. <br /> <br />Sheets also agreed. <br /> <br />Lipton stated he wants to have public comment at two different times in the meeting. <br /> <br />McAvinew agreed with the public comment section. He also stated that the Commission needs to <br />be flexible yet maintain a formal public hearing process. He would also prefer to have additional <br />hearings then lengthy, late night hearings. <br /> <br />Lipton proposed that each speaker be limited to 4 minutes of discussion and to remind them that <br />they will have a second opportunity to respond. He agreed with McAvinew on the lengthy <br />meetings and plans to inform the public of the standard adjournment time for Planning <br />Commission. <br /> <br />Lipton requested that Staff provide direction at a later date as to how to approach the document: <br />i.e. page by page vs. section by section. <br /> <br /> <br />8.The following items are tentatively scheduled for Thursday, March 10, 2005. <br /> <br /> <br />Empire Road Subdivision <br />, a final subdivision plat to create two lots with Lot 1 to be <br />2.80-acres and Lot 2 to be 3.04-acres at 1301 Empire Rd, located on the north side of <br />Empire Rd. between S.H. 42 and the City Shops facility. Case #05-002-FS. <br /> <br /> <br />Case Manager: Kenneth Johnstone, Principal Planner <br /> <br /> <br />Applicant, Owner and Representative: J.M.T. Properties, Jamie Hess <br /> <br />Staff reported that the application is in the final staff level review process and appears to be on <br />schedule for the March 10 public hearing. <br />7 <br /> <br /> <br />
