Planning Commission <br />Meeting Minutes <br />AUGUST 11, 2005 <br />Page 4 of 15 <br /> <br />Conflict of Interest and Disclosure: None heard. <br />Staff Report of Facts and Issues: <br />Wood presented the following summary points: <br />A recall review of the 1990 final PUD amendment to Crystal Estates PUD and <br /> <br /> <br />SRU under the provisions of the Louisville Municipal Code, Sections 17.28.220 <br />and 17.40.130. <br />Originally plated October 1988 as a single lot with no public dedications for the <br /> <br /> <br />subdivision. <br />Crystal Estates 1990 Subdivision Replat A subdivided in May 1990 into two lots <br /> <br /> <br />and the plat dedicated drainage and utility easements on the south boundary line <br />of the property as well as a shared access easement to create a shared access for <br />Lots 1 and 2. <br />The 1990 PUD and SRU is currently in effect for the site and includes: <br /> <br /> <br />Site area = 27,125 SF <br /> <br /> <br />Auto Body Phase I = 5,786 SF <br /> <br /> <br />Future Retail Building Phase II = 3,533 SF <br /> <br /> <br />Total Parking / Drive area = 9,054 SF <br /> <br /> <br />Landscape / Open Space = 14,236 <br /> <br /> <br />32 parking spaces for Phase I and a total of 44 space at project build out <br /> <br /> <br />(23 exterior, on-site space; 5 impound area and 16 inside the auto body <br />shop) <br />SRU may be called up by the Planning Commission or City Council for <br /> <br /> <br />noncompliance by the applicant with a SRU Plan, a written agreement, or <br />conditions imposed by the Planning Commission or City Council. <br />The intent of the process is to review factors such as traffic generation, traffic <br /> <br /> <br />flow and circulation, adequate parking standards and potential environmental <br />effects on the character of the surrounding area. <br />SRU criteria have not been amended since the approval of the SRU in 1990. <br /> <br /> <br />The PUD was approved with the following series of notes which were intended to <br /> <br /> <br />control the parking and screening of employee vehicles as well as inoperable or <br />wrecked vehicles: <br /> <br />1.No operable or wrecked vehicles shall be parked in such a manner as to be <br />visible from either adjacent public right-of-way (ROW). All inoperable or <br />wrecked vehicles shall be parked indoors or in the screened impound <br />areas. <br /> <br />2.On street parking or storage of employee or patron vehicles is prohibited. <br /> <br />3.The issuance of Phase 2 building permits shall be conditional upon <br />unqualified continuance and availability of adequate off-street parking. <br />Any additional off-street parking area acquired by lease agreement shall <br />be within 300 feet of the building. <br />Wood reviewed the action that the Commission can take as follows: <br />If the Commission forwards a recommendation of approval for the proposed <br /> <br /> <br />amendment to the Crystal Estates PUD and SRU, the Commission may act to <br />combine the two cases together. <br /> <br />
