City Council <br />Meeting Minutes <br />September 16, 2014 <br />Page 6 of 18 <br />Council member Stolzmann thanked all the members of the Task Force. She stated <br />she would have to take the recommendation combined with all the priorities for the <br />budget. <br />Council member Moss also thanked the Task Force for their work. She supported <br />taking a more in depth look at the communication process and hoped to see some of <br />the recommendations implemented. <br />Mayor Pro Tem Dalton reviewed the recent history of the communication process and <br />the creation of the Public Outreach Task Force. He felt the public notification <br />suggestions were good. He respected the recommendations of the Task Force, but felt <br />the scope of the proposal should be more modest. He did not support hiring a <br />consultant. <br />Mayor Muckle felt citizens usually will come out to discuss subjects such as trash <br />hauling with the outreach of other citizens. He thought the scope of the reason for the <br />Task Force was broader and longer term than the notification during the Safeway <br />redevelopment. He also agreed with Council members Stolzmann and Moss's <br />comments relative to looking at the budget, but wanted to pursue ways to better reach <br />the citizenry. <br />Council member Loo did not see $125,000 as a modest amount of money. She stated <br />she would rather use the money to repair the City's roads. She was willing to look at <br />the issue in the City's budget. She felt on items of controversy, the public has spoken <br />and the system has worked. <br />Council member Keany voiced his appreciation to the Task Force for their time and their <br />recommendations. He stated as part of the budget process, every item must be looked <br />at carefully, including this issue. He felt there are things which could be done, without <br />hiring a full -time person, such as increasing the newsletter publications and getting <br />things on the website more quickly. He felt there were times when a good job was done <br />in communicating and times when it could be better. <br />Council member Moss felt this is a very important issue for the City. She wanted to see <br />the City be more progressive to educate the public. She felt some money may have to <br />be spent to accomplish that. <br />COUNCIL DIRECTION: Mayor Muckle asked if Council would like to have staff review <br />the recommendations and prepare for the City's budget process.
