City Council <br />Meeting Minutes <br />October 7, 2014 <br />Page 3 of 27 <br />BOULDER COUNTY PRESENTATION - NOVEMBER <br />COUNTY BALLOT ISSUES <br />Boulder County Commissioner Elise Jones presented the Boulder County Ballot Issues <br />for the November 4, 2014 Election. She also presented flood medallions to members of <br />Council in appreciation for their collaborative work in the flood recovery efforts. The <br />Board of County Commissioners has approved resolutions to place two County -wide <br />issues on the November ballot. One asks voters to approve a Flood Recovery Sales <br />and Use Tax; the other seeks to extend an existing property (mill levy) tax that provides <br />funding for Human Services Safety Net programs. <br />Flood Recovery Sales and Use Tax — County Issue 1A: Issue 1A provides for a <br />0.185% sales and use tax for a period of five years (for a total of $49.6 million) to fund <br />flood recovery. The sales tax amount equates to less than 2 cents on a $10 purchase, <br />or 18.5 cents on a $100 purchase within Boulder County limits. <br />Human Services Safety Net Extension — County Issue 1 B: The Board of <br />Commissioners also approved a resolution to ask voters to extend a 0.9 mill ad valorem <br />property tax for an additional term of 15 years to continue to fund crucial safety net <br />services for Boulder County residents. The continued combination of increased need <br />and decreased funding has made it challenging for Boulder County to meet the needs of <br />its most vulnerable residents. She stated this tax has been a direct benefit to Louisville <br />residents and over 2,300 Louisville residents have been served through the Human <br />Services Safety Net tax in the last four years. <br />Boulder County Commissioner Jones stated these two measurers have received <br />support from all of the Boulder County Communities. She urged Council members to <br />individually voice their support for County Issue 1A and 1 B. <br />COUNCIL COMMENT <br />Mayor Muckle noted the County roads in eastern Boulder County have been a benefit to <br />Louisville residents.
