City Council <br />Meeting Minutes <br />October 21, 2014 <br />Page 10 of 24 <br />Council member Stolzmann inquired if other Council members had comments on the <br />Street Booster Program. Council members Loo and Moss were supportive of the <br />program. Council member Moss voiced her support for reducing the staffing requests, <br />but opposed cutting the Nite at the Rec. She agreed cutting the parking study would <br />save a significant amount of money and she supported reducing the Economic <br />Development professional services budget. <br />Mayor Pro Tem Dalton did not support reducing the economic development funding. He <br />supported the Street Booster Program, but opposed raising the General Fund reserve <br />above 15 %. He agreed it would be prudent to make the suggested cuts. He felt new <br />hires could be delayed until later in the year, but not cut. <br />PUBLIC COMMENTS <br />Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO was not concerned <br />about the cost recovery for the Nite at the Rec. He felt the program represented <br />hometown values. He was a member of the Communication Outreach Task Force, but <br />supported cutting the communication audit. He explained the problem arose when the <br />public was not aware of the redevelopment of the Safeway site. He suggested the <br />Council consider the notification requirement in the Charter as minimums, and allow <br />staff the flexibility to expand the requirements in scale. He proposed it be done in <br />conjunction with two Council members in whose ward that project resides. It would <br />eliminate a lot of dissatisfaction, fear and concern at virtually no cost. He believed when <br />it is done, in conjunction with the enhanced Web site, 99% of the problems would be <br />resolved. He felt the parking permit study or a parking permit plan seemed silly if there <br />is no other place to put the cars. He urged Council to move forward with the Tebo <br />project to secure parking and a permanent parking structure. He addressed the Special <br />Event Study and stated if the City is not shuttling people around, what the study will do. <br />He supported keeping the rangers in the budget. He addressed the City employees <br />work load and the increasing demand by citizens. He urged Council to keep the new <br />hires in the budget. He voiced his appreciation to the Council and the staff. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO disagreed with the statement there <br />are no restrictions on how General Funds are spent. He urged Council to read the <br />Case of Bloom vs. the City of Fort Collins, and the Court decision on taking any money <br />collected from that fund and using it for any purpose in government. He stated there <br />are restrictions on how certain moneys in the general fund can be spent. <br />Mayor Muckle closed the public discussion on the budget. <br />COUNCIL COMMENTS <br />Mayor Muckle addressed the budget items at issue. He opposed some of the new hires <br />and suggested directing the City Manager and Department Directors to use their <br />
