City Council <br />Meeting Minutes <br />October 21, 2014 <br />Page 14 of 24 <br />Mayor Muckle stated Historic Preservation Commission supports the Historic Structure <br />Survey. Mayor Pro Tem Dalton preferred the historic period of significance be done <br />first. Council member Moss agreed. <br />Council member Lipton stated it appears to be a sequence issue and suggested <br />allocating the funds in 2015, but not releasing them until the study is completed. <br />Council member Stolzmann stated in this fund there has been an overestimation of <br />what can be done each year. She supported Council member Lipton's position and <br />noted the fund is very restricted. There was Council consensus. <br />Council member Lipton addressed the transfers from the General Fund to the Open <br />Space Fund for the purpose of acquisition and suggested there be some flexibility in the <br />$250,000 amount. Council member Loo and Mayor Pro Tem Dalton agreed. Council <br />member Stolzmann was supportive of setting a future meeting to discussion specific <br />goals for the Open Space Fund. <br />Council member Loo suggested cutting the $25,000 Communication Audit. Mayor Pro <br />Tem Dalton and Council member Stolzmann agreed. Mayor Muckle disagreed. Council <br />member Moss agreed with Mayor Muckle, but stated she would like to see the <br />communication process after the implementation of the new website. Council member <br />Keany agreed with Council member Moss. <br />Council member Stolzmann asked Council how they felt about using the Waste Water <br />Utility Fund for loans to the golf course. She was in favor of using the General Fund to <br />support the golf course. Council member Keany stated the General Fund does not <br />have the money to fund the golf course. He stated if there were higher levels of <br />revenue in the General Fund it could refund the loan to the Waste Water Utility Fund. <br />Mayor Muckle was comfortable with using the Waste Water Utility Fund as a short-term <br />funding source, but would be looking at the General Fund to pay back the loan. City <br />Manager Fleming stated staff will look at the issue. <br />Council member Stolzmann addressed the $10,000 for bike parking. City Manager <br />Fleming explained the bike parking was for special events. The intent was to <br />encourage the public to ride their bikes to events in lieu of driving and parking their cars. <br />Mayor Muckle observed a lot more people rode their bikes to events this year. He felt <br />the project was very successful. He requested Planning and Building Safety Director <br />Russ address this budget request at the Special Meeting. Council member Stolzmann <br />did not see the need to spend $10,000 for bike parking in 2015. <br />City Attorney Light recommended the City Council set a special meeting for Tuesday, <br />October 28, and continue the public hearing on the City Manager's Proposed 2015 <br />Budget and 2015 -2019 Capital Improvement Plan, and the agenda for the Special <br />Meeting be Discussion /Direction /Action on the City Manager's Proposed 2015 and <br />
