City Council <br />Meeting Minutes <br />October 21, 2014 <br />Page 22 of 24 <br />Council member Stolzmann voiced her concern that the project would not be completed <br />in 2015. She was not in favor of delaying the payments and supported payments as <br />originally outlined. She felt the $25,000 annual payment was modest. <br />Mayor Muckle noted the LRC has approved the agreement, but he did not have any <br />problem changing the language and having the LRC holding the funds. <br />Council member Lipton suggested substituting the word "reasonable efforts" for <br />"best efforts ". Mayor Muckle agreed. Council member Moss agreed with Council <br />member Stolzmann that the LRC should continue to make the annual payments. <br />MOTION: Mayor Muckle moved to approve Resolution No. 65, Series 2014, as <br />amended, seconded by Mayor Pro Tem Dalton. The vote was 5 -1. Council member <br />Stolzmann voted no. <br />ORDINANCE No. 1675, SERIES 2014 — AN ORDINANCE AMENDING CHAPTER <br />9.78 OF THE LOUISVILLE MUNICIPAL CODE CONCERNING PUBLIC <br />CONSUMPTION OF MARIJUANA —1St Reading — Set Public Hearing 11/03/14 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1675, Series 2014. He explained the City <br />Council requested staff bring back an ordinance, which addresses the criminal code <br />provision language regarding where marijuana may be consumed. <br />MOTION: Mayor Muckle moved to approve Ordinance No. 1675 Series 2014 on first <br />reading, ordered it published and set a public hearing for November 3, 2014, seconded <br />by Council member Loo. All were in favor. <br />ORDINANCE No. 1676, SERIES 2014 — AN ORDINANCE ADOPTING A CITY <br />POLICY ADDRESSING DEFENSE AND INDEMNIFICATION OBLIGATIONS TO CITY <br />OFFICIALS AND EMPLOYEES —1St Reading — Set Public Hearing 11/03/14 <br />Mayor Muckle requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1676, Series 2014. <br />MOTION: Mayor Muckle moved to approve Ordinance No. 1676, Series 2014 on first <br />reading, ordered it published and set a public hearing for November 3, 2014, seconded <br />by Council member Loo.
